- NOTICE OF INTENT TO MODIFY SOLE SOURCE PURCHASE ORDER N00167-08-P-0422 to the University of Florida, Nuclear and Radiological Engineering Department, Gainesville, FL. The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for all labor, materials, equipment and supplies necessary to develop, design, manufacture and deliver a female tissue equivalent Tomographic Physical Phantom (TPP). The statutory authority permitting other than full and open competition is 10 U.S.C 2304(c)(1) pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The University of Florida currently holds the proprietary methodology for the development, design and manufacturing of these TPPs in pliable tissue equivalent material and has documented their proprietary process in peer review journals. In addition, NSWCCD is procuring a male tissue equivalent TPP from the University of Florida. Interested persons may ! identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received by the response date of 07 November 2008, will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
