- Special Notice: Recreational Vehicles Industry Day Date: Thursday, October 30, 2008 beginning at 9:00 am. Purpose: The purpose of this event is to provide a forum for the Federal Emergency Management Agency (FEMA) and its Joint Housing Solutions Group (JHSG) to engage with the Recreational Vehicle (RV) Industry in discussions on the current market conditions and capability of RV manufactures to build and deliver travel trailers with Indoor Air Quality measures of less than.016 PPM in formaldehyde. Overview: On June 10, FEMA released the 2008 Disaster Housing Plan, detailing the agency's role in supporting local officials to meet housing needs for disaster victims this hurricane season. The plan also incorporates new and stringent air quality specifications and testing protocols for factory-built housing, which must fulfill state health requirements prior to their use. FEMA's top priority remains the safety and well-being of disaster victims. The 2008 Disaster Housing Plan reinforces FEMA's strong commitment to supporting local officials with housing assistance as requested, and emphasizes the use of a broad range of interim housing solutions. FEMA's approach is to provide safe, flexible interim housing assistance that can be adjusted to the range of requirements as a result of a disaster, and with the objective of helping victims to quickly return to their homes or locate other permanent housing. The plan involves four priority actions: Maximize Available Housing Resources Use Traditional Forms of Interim Housing Employ Innovative Forms of Interim Housing Authorize Permanent Construction The plan states that only in extraordinary disaster conditions would FEMA consider expanding the housing options offered to a state to include travel trailers. Each state will make a determination, based on the conditions within that state, whether travel trailers are an acceptable form of temporary housing and the relevant, acceptable level of formaldehyde. In order to develop new specifications that include requirements for materials that eliminate the use of formaldehyde to the maximum extent possible, FEMA desires to meet with the RV Industry to discuss the manufacturing processes and practices that could produce travel trailers that provide Indoor Air Quality measures of less than.016 PPM in formaldehyde. Additionally, FEMA representatives will provide an information session during this Industry Day to explain the solicitation, proposal submission, evaluation and award process. The intent is to inform the RV Industry on best practices in responding to government, and in particular FEMA, solicitations in order to ensure a more responsive and competitive proposal. This information will prove useful to RV manufacturers to respond to future solicitations for Park Models as well as travel trailers. Notice: This is an Industry Day announcement for information and planning purposes only, and is not to be construed as a commitment by the Government to release a solicitation or enter into contracts. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Should a solicitation be released, either this announcement will be amended or a new announcement will be released.
