Description
This is a MODIFICATION TO A PREVIOUS ANNOUNCEMENT of the solicitation number W9128F-09-R-0001. THIS IS AN A-E ANNOUNCEMENT. NO FURTHER DOCUMENTATION WILL BE PREPARED OR PROVIDED. CONUS, Small Business Set-aside for Air Field Obstruction Surveys. Solicitation W9128F-09-R-0001 is RESTRICTED TO SMALL BUSINESS ONLY under NAICS Code 541330 having a size standard of $4.5 Million Dollars. The Government intends, after successful negotiations with the selected firms considered most qualified, to award up to two contracts for performing airfield obstruction surveys of military and civil works/commercial airfields at locations throughout CONUS (Continental United States), Alaska and Hawaii. Firms responding to this announcement must, if work is to be preformed on a military installation, be able to pass all security checks, have proper insurance and meet all other regulatory requirements necessary to gain access to the military installations. Work under a resultant contract from this announcement will include performing airfield obstruction surveys of military and civil works/commercial airfields at locations throughout CONUS (Continental United States) and other miscellaneous surveying on or adjacent to the airfield. Obstruction Surveys shall follow the procedures outlined in FAA number 405 and/or Advisory Circular 150-5300-16a, 150-5300-17a & 150-5300-18a. Contractors are required to have experience with FAA standard no. 405 to be considered, however a contractor will be considered for a contract award without experience in the Advisory Circular 150 data. Task orders issued under the resultant contract(s) may include services in conjunction with the following: (1) Evaluation of airfield configurations for obstruction surveys relative to established regulatory requirement criteria, (2) Derive geospatial coordinates of obstructions and associated data, (3) Data integration and evaluation in a predefined Geographic Information System (GIS) database, (4) Development and revision of Computer Aided Drafting and Design (CADD) drawings, and (5) Report compilation with findings of fact and recommendations. The five (5) selection criteria listed immediately below are listed in descending order of importance. Offerors should submit and demonstrate the following areas of expertise and capabilities to be evaluated as part of the selection process: (1) Contractor shall submit a minimum of 4 examples of obstruction surveys done within the last 5 years that demonstrate the specialized experience and technical competence of the firm (including consultants) in: (a) Airfield obstruction surveys for Department of Defense airfields, (b) Airfield obstruction surveys of civil works/commercial airfields, (c) Knowledge of Army airfield and air space criteria UFC 3-260-01and/or Federal Aviation Administration (FAA) standard number 405, (d) Producing quality products as evidenced by the firm's quality control procedures, (e) Producing (CADD) drawings fully compatible with the most recent version of one of either Micro Station (preferred), or AutoCAD (acceptable). (2) Professional qualifications and specialized experience resumes, in providing services similar to those listed above, of the proposed team members (including any or all consultants) in the following disciplines: Project Manager, Civil Engineer with emphasis in Airfield Engineering, CADD Operator, Registered Land Surveyor, GIS technician (3) Capacity and capability to accomplish the ordered work in the required time, including the ability to manage and complete multiple task orders at a time. (4) Past performance on contracts with respect to cost control, quality of work and compliance with performance schedules. (5) Volume of Department of Defense (DOD) contract awards it has received and has active actions on in the last twelve months. The following evaluation criteria ratings will be used to evaluate offerors documentation submitted: Exceptional: The offer exceeds the scope of the announcement requirements in the majority of the aspects of the particular factor. The offer also provides advantages and exceeds the announcement requirements in performance or capability indicating maximum benefit to the Government. The factor has no weaknesses or omissions. Above Average: The offer exceeds the scope of the announcement requirements in many aspects of the particular factor. The offer provides advantages in key areas or exceeds announcement requirements in performance or capability indicating significant benefit to the Government. The factor may contain weaknesses or omissions that have no impact on the offer as a whole. Average: The offer matches the scope of the announcement requirements of the particular factor. There may be strengths but then may not aggregate in to an advantage indicating additional benefit to the Government or may be offset by weaknesses. Marginal: The offer matches some but not all of the announcement requirements of the particular factor. There may be limited or individual requirements of the particular factor. There may be limited or individual strengths but they do not aggregate into an advantage and are offset by weaknesses, significant weaknesses, deficiencies or omissions. The Government may still receive benefit from the offer submitted. Unacceptable: The offer fails to meet a majority of announcement requirements or has omitted critical information required to evaluate the factor. There are no strengths. The offer contains a large number of highly significant weaknesses, significant weaknesses, omissions and/or deficiencies. For the factors any omissions or failure to match the announcement requirements will be evaluated as unacceptable. Firms having capabilities for this work and desiring consideration for selection are invited to submit a completed SF-330 identifying personnel and equipment owned by the firm including but not limited to resumes of proposed Project Manager, Civil Engineer with emphasis in Airfield Engineering, CADD Operator, Registered Land Surveyor, GIS technician, and other key personnel. Offering firms should have sufficient workforce personnel, including its consultants or sub-consultants, with technical competence and expertise to perform the work without assigning or reassigning a significantly large portion of their resources to a project. Upon completion of evaluation of the SF 330 offers received, a short list of firms considered the most qualified will be determined. Until source selection is completed there will be no notification of any type or kind to firms either on the short list or not, to those who submitted information for consideration. Once the short list is approved by the Source Selection Authority, those firms not making the short list will be promptly notified. The Government intends to award up to two (2) contracts as a result of the selection and resultant negotiations. Each contract will have a period of performance consisting of a one year base period with four (4) optional periods not exceeding one year in duration. The maximum contract duration shall not exceed five (5) years. The maximum capacity of the contract shall not exceed $5 Million Dollars with no one single task order issued against a contract period exceeding $1 Million Dollars. The Government reserves the right to, at any time, exercise an option of a contract if the capacity for that contract period has been exhausted through issuance of task orders or modifications to task orders. Firms who are awarded a contract, employ Foreign Nationals (FN), defined as persons that are not U.S. citizens, INS Naturalized Immigrants, or do not possess a valid DOD Identification Card, and will perform work on a military installation, shall be responsible for any FN worker or visitor and shall ensure that that each FN worker possesses a valid Passport or valid INS Visa/paperwork on their person at all times. No other means of identification will be accepted. FN workers or visitors require and shall be escorted at all times by contractor employees who are U.S. citizens or INS Naturalized Immigrants. The Government will not be responsible for providing escort services. Completed SF 330 information of firms seeking consideration under the announcement must reach the Contracting Division Offices no later than Close of Business (COB) 19 November 2008.
