- The U.S. Coast Guard is setting aside this acquisition for Small Business concerns. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR)Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the SIC is 3731. The acquisition is for dockside repairs to the USCGC ELM (WLB-204), a 225 FOOT A CLASS SEAGOING BUOY TENDER, either at the vessels homepier and/or at any other designated facility, listed herein. The simplified acquisition will be issued as a Best Value Request for Quotes (RFQ), on or about 28 October 08 with quotes due on or about 7 November 08 via the Federal Business Opportunities (FEDBIZOPPS) web page at https://fbo.gov.. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). The homeport of the vessel is 2301 East Fort Macon Road, Atlantic Beach, NC and to facilitate the removal of and post-overhaul reinstallation of the crane, the vessel will be moored at the State Pier in Morehead City, NC, for two (2) days at the beginning and two (2) days at the end of the performance period. The vessel’s availability is for twenty one (21) calendar days, starting on/about December 1, 2008. The scope of this acquisition is for the dockside repairs of the buoy crane aboard the USCGC ELM (WLB-204). Provide all labor, material and equipment necessary to perform dockside repairs, including but not limited to the following Definitive Items: Perform Buoy Crane Level 2 Maintenance, Remove, Disassemble, and Overhaul Boom Assembly, Renew Main Winch Assembly, Renew Hoist Block, Perform Structural Assessment and Various Weld Repairs, Disassemble and Repair Boom Tip Flag Blocks and Associated Sheaves, Overhaul Luff Cylinders and Renew Associated Holding Valves, Renew Fastline Winch Hydraulic Motor, Preserve Various Components, Renew Three Slew Drive Assemblies, GFP Report and Travel and Perdiem. Optional items include but are not limited to the following: Composite Labor Rate. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
