- The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Qiagen Inc., Valencia, CA 91355 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for the following Qiagen Enzymes: 12163 Plasmid Maxi Kit (25 samples) 15 each; 12243 Qiafilter Plasmid Midi Kit (25 samples) 45 each; 12263 Qiafilter Plasmid Maxi Kit (25 samples) 60 each; 27106 Qiaprep Spin Miniprep Kit (250 samples) 150 each; 28104 Qiaquick PCR Purification Kit (50 samples) 225 each; 28704 Qiaquick Gel Extraction Kit (50 samples) 165 each; 63204 DyeEx Spin Kit (50 samples) 570 each; 74104 Rneasy Mini Kit (50 samples) 390 each; 75144 Rneasy Midi Kit (50 samples) 30 each; 79654 Qiashredder (50 samples) 210 each; 70042 Oligotex MRNA Kit, Midi (12 small spin columns) 15 each; 69504 Dneasy Tissue Kits (50 prep) 45 each; 79254 Rnase-Free Dnase Set (50) 1500 units, Rnase-free buffer RDD and Rnase-free Water for 50 RNA Minipreps, 45 each; 69506 Dneasy Tissue Kits (250 preps) 60 each; 20511 Omniscript RT Kit (50) 15 each; 30230 Ni-NTA Agarose, (100ml) 15 each; and 12662 Hi Speed Plasmid DNA Isolation Kit 75 each. Quantities are estimated. This procurement will be issued as an Indefinite Delivery/Quantity-Requirements contract for a period of one (1) year. Items will be ordered on an as needed basis. These enzymes are required for on-going research projects and must be purchased from existing source in order to avoid contamination or introduction of new variables into research projects. Interested parties may respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Qiagen. The NAICS Code/Size is 325414/500 Emp. This procurement is to be processed using Simplified Acquisition Procedures-Commercial Item Test Program Acquisition in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
