Description
Repair Overhead Doors, Fire Station, Bldg 376 This is a combined synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quotation (RFQ) and a written solicitation will not be issued. Only written quotations will be accepted. This acquisition is 100% set-aside for Small Business. The associated NAICS code is 238290. This RFQ is for the "Repair of 14 each overhead doors", located at the Base Fire Station, Bldg 376 PROVISIONS/CLAUSES. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation and contractors must be registered in ORCA, Online Representations and Certifications. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The following clauses fall under paragraph b of FAR 52.212-5 apply, to include: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-3, 52.222-19, 52.225-1, 52.232-33, 52.222-41, 52.222-42. Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, applies to this solicitation. The clause, 5352.201-9101, ombudsman. The clause 5352.242-9000 access to base. The clause at FAR 52.219-27, SDVOSB Set-Aside, applies to this solicitation. The clause at DFARS 252.232-7003, Electronic Submission of Payment Requests, applies to this solicitation. The clause at DFARS 252.246-7000, Material Inspection and Receiving Reports, applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. Award will be made to the responsible offer or whose quote/offer represents the best value in terms of technical capability of item(s) offered to meet the government need and price. Quotes must be submitted by 31 October 2008, 1100, Eastern Standard Time (EST) electronically to Beverly A. Turman-Dawson, Contract Specialist, at Beverly.Dawson.ctr@langley.af.mil. All contractors must be registered in the Central Contractor Registration http://www.ccr.gov database prior to any contract award. STATEMENT OF WORK 1. SCOPE OF WORK: Nonpersonal service to provide all labor, tools, equipment, materials,parts, and perform all operations necessary to repair fourteen (14) Overhead doors, Base Fire Station, Bldg 376, Langley. 1.1 Replace electric safety edges, 14 each 1.2 Replace 14 each coil cord assemblies 1.3 Replace existing ball-bearing track roller assemblies, (40 per door = 560). Roller assemblies shall be industrial grade. 2. SPECIAL QUALIFICATIONS: The contractor shall assign only fully qualified employees to perform the work required under these specifications. The mechanic(s) performing the work shall have no less that three (3) years experience working with commercial overhead doors. 3. HOURS OF OPERATION: The normal hours of operation for Langley AFB are 7:30 A.M. to 4:30 P.M., Monday through Friday, excluding Federal holidays. If work is required after normal duty hours, the contractor shall coordinate changes with the customer prior to working outside of the above listed normal duty hours. QUALITY CONTROL: The contractor shall provide safety controls and protection to the life and health of employees and other persons for prevention of damage to property, materials, supplies and equipment. The contractor shall comply with all U.S. Department of Labor Occupational Safety & Health Administration (OSHA) standards in the performance of this contract. 5. INVOICING PROCEDURES: The contractor shall invoice after services are completed through WIde Area Workflow (WAWF), not less than one week (5 workdays) after services are completed. Invoices shall include copies of all service tickets to include parts manifests. Failure to submit parts manifests could be a reason to deny payment.
