- Description: THIS IS NOT A SOLICITATION NOTICE. This notice is the public announcement of a final decision for a public-private competition of Base Support, Supply & Maintenance Operations performed at Sierra Army Depot, California. A standard competition has been completed in accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities (May 29, 2003) and Department of the Army Pamphlet 5-20 (June 27, 2008) which are posted on SHARE A-76! at http://sharea76.fedworx.org/. The incumbent service provider consists of Department of Defense civilian government personnel. A final decision for this public-private competition was determined on 24 October 2008. The standard competition form indicates that an agency service provider is the most cost effective source. Therefore, a Letter of Obligation will be issued and the post-competition accountability requirements of the Office of Management and Budget Circular A-76 (Revised) will be performed. The Competitive Sourcing Official is Wayne Arny, Deputy Under Secretary of Defense for Installations and Environment. The Component Competitive Sourcing Official is Keith Eastin, Assistant Secretary of the Army Installations and Environment. The Delegated Competitive Sourcing Official for U.S. Army Material Command is Kathryn A. Condon, Executive Deputy to the Commanding General. The Contracting Officer is Frances Dolata. The competition coordinator for this public-private competition is Josh Davis, Program Manager AMC Competitive Sourcing, Deputy Chief of Staff, G-3/5 Strategy and Concepts, HQ Army Materiel Command.
