- The 1st Special Operations Contracting Squadron proposes to award a Sole Source Purchase Order to University of Tennennesse – Institute for Public Service for items and training described below. These items must be delivered to FOB Destination to Hurlburt Field FL. Hurlburt Field is an Air Force installation that is located in the Florida Panhandle mid-way between Panama City, Florida and Pensacola. The University of Tennennesse is the sole source for these items and training. The parts are integral in ensuring and maintaining standardization and interoperability between units. The course will provide forensic evidence collection for military application. The training will ensure students can properly and accurately collect evidence on the battlefield to ensure identity dominance. The collection of evidence training must include the full spectrum: approaching the scene, securing and protecting the evidence, preliminary actions, evidence documentation, evidence collection, evidence packaging, evidence chain of custody and a summative evaluation. The training must include evidence collection supplies and student handouts. This acquisition is unrestricted. The North American Industry Classification System (NAICS) code for this project is 611519 with a size standard of $6.5M; the SIC code is 9711. Any resulting Purchase order shall be firm-fixed-price. All responsible sources may submit their capabilities statement which shall be considered by the 1st Special Operations Contracting Squadron. Prospective offerors must be registered in the Central Contractor Registration Database prior to award of a government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
