- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and in accordance with procedures described in FAR part 13.1., as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The reference number for this procurement is SCAT1 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-17, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20080915 and Air Force Acquisition Circular (AFAC) 2008-0605. For informational purposes the North American Industry Classification System code is 423840 Industrial Supplies Merchants. This acquisition is set-aside 100% Small Business. This is firm-fixed price procurement and will be procured using commercial item procedures and award selection will be made based on price. Description: The Contractor shall provide all labor, tools, materials, equipment, personnel and all other items required to provide a Self Contained Above Ground Tank (SCAT) in support of US Forces Afghanistan. The government requires one (1) SCAT to be delivered to Kandahar AB, Afghanistan. Item Description: Aviation Gasoline Rated, Double-Walled, Self Contained Above Ground Tank (SCAT), Including all Necessary Hardware for Installation & Fuel Delivery Cabinet Specs: 10,000 Gallon Dual Wall UL 142, FLAMESHIELD Fire Rated Horizontal Above Ground Storage Tank w/ Welded Tank Saddle Supports & White Enamel Finish, Meets NFPA Standards & STI-F-921 Requirements, Including Canopy / Platform, End rung Ladder, Manway Vent Package Dual Wall Two (2) 8 Emergency Vents One (1) 3 Pressure Vacuum Vent w/ Riser, Bushings 5 HP MP Centrifugal 250GPM Pump w/ Overfill Valve 3 Victaulic Stainless Steel Piping and Complete w/ on/off Push Button and Explosion Proof Whip, Remote Starter, Attached Fill Containment Box Submersible Pump Package 3/4 H.P. High Pressure STP, Anti-Siphon System, Leak Detector, Ball Valve, Tank Down Victaulic Pipe and Fittings Mechanical Single Product Single Hose Dispenser Package including: Safety Shear Valve and Fire Extinguisher One (1) 3/4 Hose / Nozzle Package for Diesel, Includes: 11-AP Nozzle, Swivel, Whip Hose, Safety Breakaway, Hose Retractor, Filter w/ Adapter, 20 Foot Softwall Hose Electrical Package STP Dispenser Including: Pre-wiring of Tank, Electronic Control / Power Distribution Panel w/ Emergency Stop and Non-emergency Circuits, Motor Starters, and Overloads. NEMA 4X Control Panel for Mounting 20-100 Feet from Tank System The following FAR provisions also apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; Quotes submitted shall contain the following information: Reference number, offerors name and contact information, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Quotes shall also contain all other documentation specified herein: Period of Acceptance for Offerors - The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is stated in an addendum to the solicitation.
