- Notice of Intent to award on a sole source basis. Pursuant to FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency needs. The Dept of Treasury, Financial Management Service, Washington DC intends to award a sole source Purchase order to Gunther International, 1 Winnedon Road, Norwich, CT 06360. The contractor shall provide maintenance (labor and use of parts from the Spare Parts Kit) on the three (3) FMS Gunther MS 6000 and the (3) FMS Gunther Series III Intelligent Mail Finishing Systems under this contract in order to maintain continuous operation of the six Gunther systems. The maintenance for the proposed systems shall meet all manufacturer specifications stated for daily, periodic preventive, unscheduled, and repair maintenance, including all subsystems, both hardware and software, so that the performance of the finishers shall be as follows in the technical requirements. The maintenance shall be performed in accordance with the Gunther Maintenance Manuals and operator manuals, as appropriate. TECHNICAL REQUIREMENTS MS 6000 The inserter/finishing system shall be maintained to enclose 5,100 finished mail pieces per hour, consisting of a single document per envelope, running at 85% efficiency. In one eight (8) hour shift, the MS system shall be able to enclose a volume that will equal or exceed 40,000 mail pieces (single documents), or 80,000 mail pieces (matched checks and document) pages per day. Additionally, the system shall be able to insert two (2) supplemental information (SI) documents in the form of generic inserts in each mail piece on a selective basis. An efficiency (throughput) level of no less than 85% is acceptable. Series III The inserter/finishing system shall be maintained to enclose 10,200 finished mail pieces per hour, consisting of a single document per envelope, running at 85% efficiency. For mail pieces consisting of a matched check and single or double documents, the expected volume is 7,000 mail pieces per hour, running at 85% efficiency. In one eight (8) hour shift, the system shall be able to enclose a volume that will equal or exceed 81,600 mail pieces (single documents), or 56,000 mail pieces (matched checks and document) pages per day. Additionally, the system shall be able to insert up three (3) supplemental information (SI) documents in the form of generic inserts in each mail piece on a selective basis. The period of performance is from January 1, 2009 through September 30, 2009. The Government reserves the right to unilaterally exercise the option periods as shown below: Option Year I - October 1, 2009 through September 30, 2010 Option Year II - October 1, 2010 through September 30, 2011 Option Year III - October 1, 2011 through September 30, 2012 Locations of equipment are Birmingham AL, Philadelphia PA, and Austin TX.
