Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located in Washington, DC is conducting a market survey to determine the availability of broadcasting entities located in Miami, Florida who have the capability of providing the Office of Cuba Broadcasting (OCB), also located in Miami, Florida, with turnkey uninterrupted broadcast services for its TV Marti programming uplink to DirecTV Channel 38. The anticipated procurement of OCB's TV Marti may require the following: 1. Broadcast 26 minutes of uninterrupted live news provided by OCB between the hours of 6:00 to 6:30 p.m. Monday – Friday, 2. Broadcast 26 minutes of uninterrupted pre-recorded programming provided by OCB between the hours of 6:30 to 7:00 p.m. Monday – Friday, 3. Broadcast 26 minutes of uninterrupted pre-recorded programming provided by OCB between the hours of 11:30 p.m. to midnight Monday – Friday, and 4. Broadcast 26 minutes of uninterrupted pre-recorded programming provided by OCB for each half hour between the hours of midnight to 2:00 a.m. seven days per week. The Source may broadcast its own station announcements before or after OCB programs, but not during OCB programs. The OCB programming shall be run uninterrupted for 26 minutes during each half hour segment. Station announcements shall be limited to commercials and features of local interest and must be clearly distinguished from the OCB and the United States Government and shall be done with the highest degree of integrity and business ethics. Also, there shall be no political advertising immediately before or after the OCB provided programming. The above services are presently being furnished under a non-competitive commercial item contract with TVC Broadcasting of Miami, LLC (TVC), 10005 NW. 19th St., Miami, Florida 33172-2825. The existing contract will expire in its entirely on December 18, 2008. It is anticipated that the services above may be needed beyond December 18, 2008. This market survey is for informational and planning purposes only and does not constitute a Request for Proposal (RFP), and is not considered a commitment by the Government. Also, the Government does not intend to award a contract on the basis of this Sources Sought Notice or otherwise pay for information submitted or inquiries. Based on the results of this market survey, BBG may limit any follow-on procurement actions to those sources who provided a responsive submission to this notice. Consequently, this market survey will be used to determine which sources may be included in any future competitive acquisition of turnkey broadcast services, as described herein. It is also noted that any future requirement for the above services may also be subject to the availability of funding. Interested Sources shall submit a comprehensive written “Capabilities Statement,” that is verifiable by the BBG in order to determine if the Sources responsive to this notice. The BBG may make a contract award without discussions to the source whose offer is considered to be most advantageous to the Government based on the evaluation factors stated in a future solicitation. Interested Sources shall identify their business size (i.e., small, large, etc.) and submit a comprehensive written “Capabilities Statement” that must include, at a minimum, the following: (1) TECHNICAL: The Source shall clearly describe their ability to meet this requirement and provide the appropriate documentation describing their broadcasting operations in Miami, Florida, (2) PAST CONTRACTS: List three (3) locations where they have provided same or similar services (list contract number, city, state, country, customer's name complete with address and contact person, phone number, contract type, total contract amount, contract start and completion dates, and summary of the description of the project), (3) REFERENCES: Provide the names and title, current address, city, state, country, email and telephone number of the customer point-of-contact, (4) SAMPLE PLAN: To include, but not limited to; an operations and maintenance (O&M) broadcast schedule with a description of activities to be performed, and a BUDGETARY ESTIMATE: For the above anticipated services, and PAST PERFORMANCE. To be considered in this market survey, the written "Capabilities Statement" shall be submitted to Myria E. Carpenter, Contract Specialist, Broadcasting Board of Governors, Office of Contracts (CON), Switzer Building, Room 4300, 330 "C" Street, SW, Washington, DC 20237 by 2:00 p.m. Local Time, November 14, 2008. Interested sources may make submittals by either regular U.S. mail or courier. Telephone, e-mail or facsimile responses ARE NOT acceptable and WILL NOT be considered. In the event that it is determined to be in the best interest of the Government, all qualified sources responding to this Sources Sought Notice may be requested to provide follow-up information. All sources who respond to this notice will be notified on whether their written “Capabilities Statement,” as verified by the BBG is responsive to this notice. A determination to compete, or not to compete, any subsequent procurement based on responses to this Sources Sought Notice is solely within the discretion of the Government. This Sources Sought Notice is not a RFP, IFB, or RFQ.
