Description
Request for Information: This RFI will be used as market research for HUD’s effort and the analysis of this information will be used to determine the viability of a small business set-aside. The Government anticipates award of the HUD effort on or about April 2009. The Government anticipates awarding one 12 month base year contract with four 12 month options. This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), or Service Disabled Veteran Owned Small Business contractors for the following proposed contract: Provide comprehensive case management services for HUD’s Workers’ Compensation Program for the US Department of Housing and Urban Development, Office of Administration, Office of Human Resources (OHR), Washington, DC. The work includes comprehensive support and assistance in the areas of claims processing and case management. The contractor will be responsible for initiating and implementing appropriate follow-up actions on HUD claimants on the periodic or continuing rolls. This is a performance based service contract which will contain both firm fixed price and reimbursable items. The government anticipates award of the contract on or about April 2009. The Government anticipates awarding one 12 month base year contract with four 12 month options. NAICS for this project is 541612 – Human Resource Consulting Services, having a size standard of $7.0 M. This announcement does not constitute a request for proposal and the Government reserves the right to offer this requirement as a small business set-aside in any of the above listed categories or on an unrestricted basis, depending on the results of the market research performed. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Small Business contractors should submit a narrative demonstrating their experience in similar type contracts. Capability statements should include size/classification of your firm, details of similar projects (indicate whether your performance was as a prime or sub), completion dates, references and contract amounts. Narrative must include evidence of related experience to operate an agency-wide system for claims processing and case management. Narrative must also include evidence of providing an automated tool which would be used to manage a portfolio of over 300 current cases and have the capability to electronically submit new claims to OWCP through secure and approved link. HUD will not provide those management tools. Firm should also demonstrate in their narrative how they would plan to handle a major event such as the Oklahoma City bombing when HUD had a sharp increase in workers comp cases. Narratives shall be no longer than five pages. Responses should be sent to this office in writing, via an e-mail attachment to jennifer.l.mcgivern@hud.gov, to reach this office on or before 4 PM, EST, November 10, 2008.
