- This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of potential small business categories, for potential small business set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS IS AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential offerors having the skill, capabilities and bonding necessary to perform the described project are invited to provide feedback via email at Nikole.V.May@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources in all the following categories: certified 8a, certified HUB Zone, and Service-Disabled Veteran-Owned Small Business SDVOSB, or small business for a design/build contract to construct an outpatient medical health clinic for Veteran Affairs Salt Lake City Health Care System (VASLCHCS) in Salt Lake City, Utah with a magnitude of construction between $5M and $10M. The capabilities will be evaluated solely for the purpose of determining whether to set-aside for the Small Business Community OR to conduct as an UNRESTRICTED Procurement. Responses will be used to determine appropriate acquisition decisions for a future procurement. The government must ensure there is adequate competition among the potential pool of available contractors. This project is planned for advertising in February 2009. The contract duration is 450 days and the estimated cost range according to the FAR is $5,000,000 to $10,000,000, with an actual cost in the middle of this range. The NAICS Code is 236220, the size standard is $33.5 million (average annual receipts for preceding three fiscal years), and the Federal Supply Code is Y139, Construction of facilities/other educational buildings. All interested contractors should notify this office in writing by email or mail by 5:00 PM Pacific Time on November 17, 2008. Submit response and information to: Nikole May, CESPK CT-A, Room. 878, US Army Corps of Engineers, Sacramento District, 1325 J Street, Sacramento, CA 95814. PROJECT DESCRIPTION This project will construct a new energy efficient (approximately 32,400 square feet) outpatient mental health clinic building, including vertical transport system, to house over 100 counseling offices, two-to-three (2-3) exam rooms, tele-psych studios, eight (8) group rooms, etc. at the George E Wahlen Department of Veteran Affairs Medical Center. The two-story, with full basement, building is to be located adjacent to existing parking lot #04. This structure will provide a safe, comfortable, and inviting mental health consultation environment for the veterans and staff. At the appropriate scheduled time this project will also remove and dispose of an existing modular building (B.47, approximately 16,500 square feet), installing new parking in its place adjacent to parking lot #03. Restoration of existing adjacent elements (e.g. parking, landscaping, sidewalks, roads, etc.) are included in this requirement. The VASLCHCS does not anticipate the need for major utility line relocation and/or any encounters with asbestos or lead based paint removal during the work of this project. The VASCLHCS building number assignment for this project is #16. CAPABILITY STATEMENT The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references anticipated to be five to ten pages, following the set format. Respondents must include references and a Capability Statement for at least two completed projects within the last three years of similar design/build work within the same magnitude of construction included in this notice adjusted for inflation. Each reference shall include the company name and title, telephone number, and point of contact. Provide evidence of sufficient available bonding capacity with the name of bonding company, telephone number, and point of contact. Indicate whether your firm was the prime contractor or subcontractor on other similar projects. The capability statements for each project should be numbered consistent with the below requirements followed by supporting documentation. Offerors need to provide a list of projects by contract numbers, project titles, dollar amounts, and evidence of the following specific capabilities: The following requests are designed to apprise the US Army Corps of Engineers, Sacramento District, of any prospective construction contractors project execution capabilities. Please provide your response to the following questions. 1) Have you ever worked on a design/build contract for the construction of an outpatient medical health clinic similar in nature to this project (size, scope, complexity, and dollar value) in the last 3 years? If so, please describe the overall project and describe the work you self performed with your employees. 2) Describe design-build experience within the past 3-5 years: a) Recent experience with multi-story, including basement, construction of general office buildings b) Previous experience as a Federal or State contractor, especially Department of Defense c) Previous experience with design-build construction and previous A/E partnerships 3) Recent and relevant construction experience with UFC regulations and the Veteran Affairs master specifications located at www.va.gov\facmgt\standards within the last 3 calendar years, for projects of similar size, scope, and complexity as an outpatient medical health clinic valued between $5M and $10M. 4) How you will manage work in accordance with FAR 52.219-14(b)(3), Limitation on Sub-contracting: General Construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials. 5) Proof of anticipated remaining bonding capacity at time of projected award in May 2009. Documentation must be in the form of a statement from the contractors bonding company identifying both per contract and aggregate bonding limits. 6) Provide proof of SBA certification for either 8a or HubZone status. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the companys ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Submission of Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition among 8(a), Service Disabled Veteran, HubZone, or all Small Business firms, or proceed with full and open competition as an unrestricted solicitation. Offers that do not meet all requirements or submit within the allotted time will not be considered.
