Description
STATEMENT OF WORK FOR TACTICAL DRIVING GROUND MOBILITY COURSE 1.0 OBJECTIVE: Naval Special Warfare must be able to operate vehicles in rural and urban high risk Areas of Operations (AO) worldwide, personal security, awareness and survivability skill sets are required. Specific required tasks include, but are not limited to, off-road vehicle handling, instinctive driving, off-road threat recognition and avoidance principles and basic vehicle navigation skills. 2.0TRAINING VOID: Naval special Warfare (NSW) personnel lack the operational experience and personnel to develop a comprehensive tactical offensive off road driving program.. Naval Special Warfare Group One and Naval Special Warfare Group Two requires contractor assistance to support NSW in off-road driving, off-road threat recognition and avoidance, and basic vehicle navigation skills during Professional Development (PRODEV) Phase of training. 3.0COURSE REQUIREMENT: 3.1NSW requires highly specialized and effective instruction. Specific required tasks include three (3) courses, 5 day training courses of instruction in the development and reinforcement of vehicle dynamics, ultimate off road vehicle control, offensive/defensive posturing, instinctive driving, and vehicle navigation principals. 3.2COURSE DESCRIPTION 3.2.1HMMMWV Basic Operation & Employment (HMVOE) 3.2.2HMMWV Advanced Operator Course (ADVOPC) 3.2.3HMMWV Advanced Rubicon Trail Driving COI 4.0 CONTRACTOR REQUIREMENT: 4.1 The Contractor will provide training in the following areas: 4.1.1 Advanced long range navigation and route planning (map association, fuel calculation, weight distribution) 4.1.2 In-dept class on mechanical requirements for sustainment of use of the HMMWV 4.1.3 Advanced terrain negotiation (rock, decomposed granite, sand etc) 4.1.4 Day and night all weather operations 4.1.5 Introduction brief prior to the start of the course that covers staff introduction and experience safety objectives, and rules for the course 4.1.6 Detailed brief at the start of each day that covers daily objectives and lessons learned and critiques from previous day 4.1.7 Vendor will stop, and is required to stop training for any unsafe condition or activity 4.1.8 Minimum of 8 hours per day of instruction (including classroom and driving), but not more than 12 hours per day that covers a checklist for daily maintenance, field reparid, and driving objectives with multiple hours of driving daily 4.1.9 Classroom with HVAC suitable for 24-personnel 4.1.10 Training area will be characterized by high (minimum of 4,000 feet above sea level) desert terrain as found in Iraq and Afghanistan that specifically resembles the current and planned terrain NSW is and will be operating in 4.1.11 Must have umbrella insurance of a sufficient amount to cover any accidents, negligence, and unforeseen issues 4.1.12 Instructor staff with a minimum of 25 years of combined experience in Special Operations Forces (SOF) 5.0GOVERNMENT REQUIREMENT: 5.1Furnish student berthing/lodging, meals, fuel, the attending government representative, MEDEVAC plan, and medical support 5.2Pay the agreed upon amount regardless of the number of students, not to exceed 24 students 5.3Have a hard copy of the Group-1 Mobility Instruction 3510.1 for a safety reference if needed 6.0OTHER REQUIREMENT: 6.1Class size will be up to a total of 24 (twenty-four) students. Students will be SEALs with varying levels of varying levels of experience. 6.2The instructor cadre, the TRADET/NSWG-1 representative, and the senior military member will share the ability to stop, and are required to stop training due to any unsafe condition, but it is the senior military student’s responsibility to determine whether or not to continue training after identifying and unsafe condition. The government retains the ultimate right to stop training for unsafe conditions. Independent of the government’s right, the vendor has the duty to stop training for any reason concerning safety. 6.3The Contractor in conjunction with the TRADET/NSWG-1 representative will ensure that all training is conducted in accordance within any and all safety references including COMNAVSPECWARGRU-1 INSTRUCTION 3510.1 and the pre-training safety in-brief requirements. 7.0CLASS DATES: 7.13 Nov -14 Nov 2008(1-HMVOE, 1-ADVOPC) (Two total COI) 7.21 Dec -12 Dec 2008(1-HMVOE, 1-ADVOPC) (Two total COI) 7.323 Feb -06 Mar 2009(1-HMVOE, 1-ADVOPC) (Two total COI) 7.411 May -22 May 2009(1-HMVOE, 1-ADVOPC) (Two total COI) 7.515 Jun -19 Jun 2009(1-ADVOPC Rubicon Trail Driving COI) 7.613 Jul – 17 Jul 2009(1-ADVOPC Rubicon Trail Driving COI) 7.717 Aug -28 Aug 2009(1-HMVOE, 1-ADVOPC) (Two total COI) 8.0PERIOD OF PERFORMANCE: 8.1Base Year – 03 November 2008 through 30 September 2009 8.2Option Year One – 01 October 2009 through 30 September 2010 8.3Option Year Two – 01 October 2010 through 30 September 2011 9.0 EMERGENCY MEDICAL SERVICES Emergency medical services will be provided by the contractor. NSWG-ONE will review planned emergency action plan and inform the contractor of any required improvements. 10.0 LIABILITY CLAUSE If Navy personnel allegedlu cause property damage, personal injury, or death to company property or personnel, the company or employee may file a claim with the United States Navy pursuant to either the Federal Tort Claims Act (28 U.S.C. 1346 (b), 2671-2672, and 2674-2680), or the Military Claims Act (10 U.S.C. 2733). In the unlikely event Navy personnel allegedly cause property damage, personal injury, or death to a third party, the third party may file a claim with the United States Navy pursuant to either the Federal Torts Claims Act (28 U.S.C. 1346 (b), 2671-2672, and 2674-2680) or the Mitary Claims Act (10 U.S.C. 2733). Naval Special Warfare Group ONE will facilitate the initiation of such claims by providing the necessary filing form and contact information for the Claims Processing Office at 9620 Maryland Avenue, Suite 100 Norfolk, VA 23511.
