Description
The purpose of this notice is to provide an update to Industry on the status of the MiDAESS acquisition. The Missile Defense Agency conducted a pre-Acquisition Strategy Panel (ASP) meeting in August 2008 to review the MiDAESS program. The MiDAESS program office brief several overarching acquisition strategy revisions to Senior Leadership. The proposed revisions to the acquisition strategy include conducting one source selection with two RFPs, one RFP issued on a full and open competition basis and one as a small business set aside. The RFPs would be released simultaneously with separate multiple awards based on separate functional groups. It is contemplated there will be five functional groups in each RFP, identified in separate CLINS, based on commonality of the areas. Proposed groups for the full and open RFP are: Acquisition Support, Engineering, Deployment Support, Agency Operations, and Security. Proposed groups for the small business set aside are: Quality, Safety, and Mission Assurance (QSMA); Acquisition Support; Engineering; Deployment Support; and Agency Operations. NAICS codes will be established per group and each group will have multiple contracts awarded. For example, the Engineering group may include separate CLINs for systems engineering, test, and advanced technology areas. Offerors will be required to submit proposals to include all CLINs in the applicable group, unless the solicitation states otherwise. Multiple awards will be made at the group (Engineering) level, i.e., potential offerors/teams must propose and be capable of performing the requirements at the Engineering "group" level covering multiple CLINs. Contracts awarded in the Engineering group will include separate CLINS for systems engineering, test, and advanced technology. Task orders applicable to each CLIN will be competed among the contractors awarded contracts in the Engineering group. Potential offerors are reminded that this strategy is not final. Therefore, only the strategy contained in the final RFPs should be utilized for proposal purposes. As stated in our previous draft RFP, we have met with some Industry representatives who had previously requested meetings to discuss their potential organizational conflicts of interest. We have received good feedback from Industry on the processes some firm have established with other agencies for mitigating or avoiding certain conflicts of interest. We continue to be concerned about bias-type or impaired objectivity conflicts. As part of the next draft RFP, we will solicit input from Industry on proposed approaches to address bias-type or impaired objectivity conflicts. Currently, the MiDAESS Program Office is working the proposed strategy for the two RFPs. We expect to release the Draft RFPs in Fall 2008. Subsequently, we plan to hold an industry day in November/December timeframe. Final RFPs are expected to be released on/about December 2008 with proposals due on/about February 2009. Please hold any questions about the proposed revision to the acquisition strategy until the draft RFP is released, as there may be additional changes. The plan is to respond to questions after the draft RFP is released.
