Description
Construction Study Synopsis Centers for Disease Control and Prevention (CDC) intends to issue a contract for a Construction Study using Focus Groups in the United Kingdom. The purpose of this contract is to provide services for the recruitment, scheduling, coordination, and analysis of multiple focus groups of individuals in the construction industry in the United Kingdom (U.K.) regarding their involvement and perspectives of the prevention through design (PtD) concept. The results of the work will allow CDC researchers to better understand the experience of the U.K. construction industry with regards to PtD, especially as it applies to the Construction (Design and Management) Regulations currently in place in the U.K. The focus groups will be conducted to capture the salient perspectives and knowledge from U.K. companies in the construction sector. The results of the focus groups will be used in subsequent phases of the study to develop guidelines for implementing and diffusing the PtD concept in the United States. The study for which the contracted work will be conducted includes the following specific aims: 1.Identify expected organizational and industry impacts related to safety and health perceptions, roles, and culture that result from implementation of the PtD concept. 2.Identify innovative processes and products that evolve from the implementation of the PtD concept within an organization and which could be disseminated for widespread use. 3.Develop guidance for effective implementation of the PtD concept within the US construction industry. 4.Disseminate the research findings to the US construction industry for application in practice. Contractor Selection Criteria The selected contractor must provide evidence of meeting the following minimum evaluation criteria. 1.Experience conducting occupational safety and health research of the construction industry in the U.K. 2.Published occupational safety and health research of the U.K. construction industry in peer-reviewed academic journals, including on the topic of Prevention through Design. 3.Expertise in organizing and facilitating focus groups. 4.Personal knowledge of and contact with individuals in the following construction industry professional organizations in the UK: Chartered Institute of Building (www.ciob.org.uk), Royal Institute of British Architects (www.riba.org), Institution of Civil Engineers (www.ice.org.uk), British Safety Council (www.britishsafetycouncil.co.uk), and Association for Project Safety (www.associationforprojectsafety.co.uk). 5.Detailed knowledge about both the CDM Regulations and the PtD concept. 6.Demonstrates understanding of the US construction industry and the NIOSH PtD initiative to facilitate international comparisons. This is not a Request for Quotation. The intention of this notice is to notify potential offerors that The Solicitation No. 2009-Q-11007 will be released at the end of this announcement closing date. This procurement will be conducted in accordance with FAR Part 13 Simplified Acquisition procedures.
