- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.302-1, for Other than Full and Open Competition and FAR Part 13.5, Test Program for Certain Commercial Items. The Mission & Installation Contracting Command, Directorate of Contracting, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following items: LIST ITEMS 0001: 7700 liner yards, Spectra Shield II (SSII), model SR-3124. 0002: 1150 liner yards, Goldshield, model GV-2016. U.S. Army Research Lab (ARL) requires 7700 liner yards of the desired product called Spectra Shield II (SSII) and its model is SR-3124. SR-3124 is a hard armor product that incorporates high-strength Spectra 3000 fiber into our proven hard armor shield construction, to provide the highest levels of protection for breast plate, helmet, and vehicle applications. Spectra Shield products have been protecting military and law enforcement personnel for the past 20 years. This item is to be used as part of a potential armor solution against current threats in theater. To date over 20,000 linear yards of material has been tested at Aberdeen Test Center (ATC) for the Army Research Lab (ARL) in support of the United States Marine Corps (USMC) Mine Resistant Ambush Protection Vehicle (MRAP) testing. Additionally, the U.S. Army Research Lab (ARL) requires 1150 liner yards of the desired product called Goldshield and its model is GV-2016. GV-2016 products are hard armor applications and used in helmet or vehicle armor programs. It features Honeywell's patented shield technology to provide excellent ballistic performance against a variety of threats. For the past 15 years, Honeywell has combined aramid fiber with patented Shield technology to create Gold Shield. To date over 8,500 linear yards of material has been tested at Aberdeen Test Center (ATC) for the Army Research Lab (ARL) in support of the United States Marine Corps (USMC) Mine Resistant Ambush Protection Vehicle (MRAP) testing. This requirement supports critical, expedient, theater driven testing on a DX-rated Global War on Terrorism (GWOT) live-fire/vulnerability program and without these materials testing cannot continue. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements, the Govt intends to award a sole source contract to Honeywell, 15801 Woods Edge Road, Colonial Heights, VA, 23834. This firm is the sole developer as well as sole manufacturer/distributor of the Product. Efforts to solicit other contractors are being made via this announcement in accordance with FAR 5.2. The anticipated cost of this acquisition is determined fair and reasonable by comparison of prices proposed in other purchases of this nature. All responses received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement not later than 3:00 PM EDT, Thursday, November 06, 2008. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
