Department of Energy (DOE) is seeking a contractor to manage and operate Brookhaven National Laboratory (BNL) in Upton, New York. BNL is a DOE-sponsored Federally Funded Research and Development Center (FFRDC) whose facilities consist of 341 Government-owned buildings, equipment, and other facilities on a 5,320-acre site that is located on Long Island, New York. Brookhaven has a staff of approximately 2,700 scientists, engineers, technicians and support staff and serves over 4,000 guest researchers annually at the Relativistic Heavy Ion Collider (RHIC) facility and the National Synchrotron Light Source (NSLS). Additional information regarding BNL may be found on its website at www.bnl.gov. DOE expects to award a new performance-based contract during the first quarter of Fiscal Year 2010. Anticipated annual funding for this contract is approximately $540 million. The contract will have a base period of five years. As performance incentives, the contract will contain an annual award fee and a non-monetary performance incentive which will allow the selected offeror to earn up to an additional fifteen years of contract term for exemplary performance. The potential term of the new contract is 20 years. Following a sixty day transition period, the selected offeror will be expected to fully assume all management and operating responsibilities. Established in 1947, BNL originated as a nuclear science facility. Today, BNL maintains a primary mission focus in the physical sciences, energy sciences, and life sciences, with additional expertise in environmental sciences, energy technologies, and national security. As a multi-program laboratory, BNLs mission is diverse. However, the principal objectives have remained the same over the sixty years BNL has been in operation. Those objectives are to design, construct, and operate extraordinary facilities and to advance the concepts of accelerators, detectors, magnets, and instrumentation. More recently, the mission of BNL has expanded to include advancement of synchrotron radiation science, technology and the understanding of materials and imaging. In support of DOEs Office of Science (SC) mission, BNL builds and operates major scientific facilities. These facilities serve not only the basic research needs of the DOE, but they reflect BNL and DOE stewardship of national research infrastructure that is made available on a competitive basis to a wide range of university, industry and government researchers. The Contractor shall manage, operate, protect, maintain and enhance the Laboratorys ability to function as a DOE laboratory, provide the infrastructure and facilities to support the accomplishment of the Laboratorys missions, and assure accountability to the DOE. All interested parties are requested to submit an Expression of Interest to Michael Hill, Source Evaluation Board Executive Secretary, RFP Number DE-RP02-09CH11549, at the following e-mail address: michael.hill@ch.doe.gov. While there is no specific format required, please reference the RFP number, list the name of a contact with a telephone number and an e-mail address. State your interest as being either a prime or a subcontractor and whether you are a small business. Indicate if you plan to participate as a member of a joint venture or a newly formed Limited Liability Corporation. Also state if you object to having your expression of interest information published on the Source Evaluation Boards solicitation website. Submission of an Expression of Interest does not commit an interested party to submit a proposal. Expressions of Interest should be received no later than 3:00 p.m. Central Time on December 19, 2008. Future information regarding this solicitation will be posted on DOEs Industry Interactive Procurement System (IIPS) at URL http://e-center.doe.gov and/or FedBizOpps at URL http://fedbizopps.gov. DOE anticipates issuing the RFP in the second quarter of FY09. The RFP will be open for approximately 60 days. DOE may host a pre-proposal conference and offer site tours approximately three weeks after the RFP is issued. Dates and times for anticipated pre-proposal conference and site tours will be announced at a later date.
