- NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER to Auto Technology Company, Strongsville, OH. The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for Materials Division, in Code 60. The statutory authority permitting other than full and open the competition is 10 U.S.C. 2304 (c) (1) pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Code 60 intends to purchase three (3) salt fog chambers that meet ASTMB117 corrosion specifications and are direct replacements for three existing chambers that are part of a total compliment of eight chambers manufactured by Auto Technology Company. Code 60 has developed and used testing processes and procedures that are linked exclusively to the existing chambers. These chambers have been successfully used to compile data by Code 60 for more than 25 years. Accelerated corrosion testing requires consistency and continuity in both tes! t equipment and test procedures. Award to any other source would result in additional costs to the Government that is not expected to be recovered through competition. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties shall submit information that indicates their ability to satisfy this requirement. Responses are due by 12:00 on14 November 2008 via email.
