- The U.S. Department of Transportation (U.S. DOT) National Highway, Traffic and Safety Administration (NHTSA) intend to award an Indefinite Quantity Contract (IQC), on a Time and Materials contract for a base period of two (2) years. The contract will also include a provision by which up to one (1) option three years period can be exercised resulting in total of possible period of performance of five (5) years. The National Traffic Safety Administration (NHTSA) (an operating administration within the United States Department of Transportation) is responsible for reducing the number of injuries and deaths on the highways resulting from vehicle crashes. In support of this mission NHTSA is requiring the services for the effort entitled, NCAP Side Impact Testing in NCAP. The Contractor shall provide qualified personnel, facilities, services, materials, supplies, and equipment to perform "Composite Crash Testing for New Car Assessment Program (NCAP) and Indicant Test" to the requirements of Federal Motor Vehicle Safety Standards (FMVSS) Nos 214 and 301. Manufacturers of vehicles and/or components to be tested are not eligible for award of this contract. This is Full and Open Competition requirement. NAICS code for this contract is 541380. After open competition, the Government intends to a Firm Fixed-price, Indefinite Quantity Contract (IQC) contract is planned for a base period of two years and one three year option. Electronic copies of the RFP and any other documentation related to this procurement will be available over the Internet. These documents will reside on a WWW browser application. The Internet site or URL for the FedBizOpps page www.fedbizopps.gov. It is the Offeror’s responsibility to monitor the Internet sites for downloading their own copy of the solicitation and amendments (if any). Request for paper copies of the RFP will not be accepted.
