Description
The United States Coast Guard Research and Development Center (USCG RDC) intends to negotiate and award a sole source contract to BAE Systems National Security Solutions, Inc. (BAE Systems) to develop and deliver improved software, test and evaluation results, operational performance data and technical documentation for the Department of Homeland Security Science and Technology (DHS S&T) Directorate’s Automated Scene Understanding (ASU) concept evaluation software system that has completed development by BAE Systems under the Department of Homeland Security Advanced Research Projects Agency (HSARPA) Broad Agency Announcement 04-05 “Automated Scene Understanding – Technical Topic Area 3: Prototyping and Demonstration System: Hawkeye Testbed” (HSARPA Solicitation No. HSSCHQ-04-R-0063) dated April 12, 2004 and subsequently awarded under USCG Contract No. HSCG32-05-C-R00004 on March 21, 2005. The new effort will support the transition of the concept evaluation software system to the USCG for possible use in mitigating technological risk in the future acquisition by the USCG of technologies for use in enhancing port and coastal maritime security. The current ASU concept evaluation software system developed under USCG Contract No. HSCG32-05-C-R00004 ingests vessel track data generated by any port and coastal surveillance system’s radar and AIS receivers, detects, tracks and categorizes vessels (by length) using the surveillance system’s pan-tilt-zoom (PTZ) cameras, fuses the video tracks with the radar and AIS tracks, controls and manages multiple PTZ cameras to optimize camera coverage and tracking of many vessels, and calibrates the cameras in order to enhance video track accuracy at maximum ranges under varying atmospheric and lighting conditions. The ASU software also learns normal patterns of vessel behaviors from the composite track picture in varying vessel size categories, and alerts the sensor watchstander on anomalous vessel behaviors as compared to the learned patterns. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) pursuant to FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. The sole source is based upon the contractor’s extensive specialized technical knowledge of and experience with the ASU software system’s design, operation, optimization methodologies and control sensitivities, the system’s tuning methodologies used for integration and operation with the real-time, high-volume sensor data streams, detailed knowledge of the specialized software and algorithms, and proprietary rights to the software to be used during performance of the contract, all of which are critical for the execution of the new effort. The North American Industry Classification System (NAICS) code for this acquisition is 541512. To be eligible for award, contractors must be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov/. Interested parties may identify their interest and capabilities in response to this requirement to the above address. The determination by the Government not to compete the proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements. See Note 22.
