Description
On or about November 28, 2008 this office will issue a Solicitation for Proposals for Construction of a Chlorine Trailer Unloading Station at the Yuma Desalting Plant, Yuma, AZ. The solicitation number 09SP340036 will close on or about December 29, 2008. All dates in this announcement are subject to change. This solicitation is 100% set aside for Service-Disabled Veteran-Owned Small Business. For this acquisition, the North American Industrial Classification System Code is 237990 and the small business size standard is $31 Million. Project Description: This requirement is to provide all labor, materials, transportation, equipment and incidentals necessary to construct a chlorine truck unloading station to accept liquid chlorine and would co-locate next to the existing 90-ton chlorine rail car unloading facility. Work includes removal and disposal of asphalt paving, reinforced concrete traffic island and gate; modification of existing designated entrances; provide a complete sunshade canopy system; installation of access stairs and one structural slide gate with high security gate operators; erect all the structural steel to construct the chlorine truck unloading station as indicated in the Construction Drawings. The Yuma Desalting Plant main production facility uses gaseous chlorine to disinfect its feed water. In order to provide chlorine for the proposed Yuma Desalting Plant operation, 17-ton tanker trucks will be utilized to provide the necessary chlorine for feed water disinfectant. The contractor shall complete the entire work and have the facility ready for use not later than 30 calendar days after the date of the Notice to Proceed. The estimated construction cost of this project is between $250,000 and $500,000. Performance and Payment bonds will be required. For contractors interested in inspection of the site, a tentative site visit date has been scheduled for December 10, 2008. Detailed information regarding site visit will be provided in the solicitation. Offerors: Please be advised of on-line registration requirements in Central Contractor Registration (CCR) database found at http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-Line Representations and Certifications (ORCA) at http://orca.bpn.gov. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
