- Background: The Defense Supply Center Philadelphia is currently conducting a search to find alternative types of fire retardant fabrics and materials with applications in military clothing and apparel including, but not limited to, coveralls, uniforms, and flight jackets. This effort represents a broad based search seeking the latest fire retardant technologies domestically available. DSCP is specifically requesting submissions on fire retardant materials that fall into one or both of the following categories: 1. Materials that can meet the specific requirements of existing specifications as listed in MIL-C-83429B dated September 26, 1990 or MIL-C-81814C dated 17 Aug 1990. 2. Materials that may not completely adhere to the characteristics listed within a particular cloth specification will also be evaluated as potential alternatives and will be considered. Your submission should call out the area(s) in which your material differs from the specification requirements. Submissions should include the following: 1) Description of your product (what is it, essential characteristics) 2) Test reports detailing your material’s performance. 3) Production rate/capacity information 4) General costing/pricing of your material. 5) Samples for testing (see below under Submission format). Submissions received will be reviewed by DSCP Technical personnel and may be forwarded to the Services for further review if warranted. You will be required to affirm in writing that your response may be provided to the Services for their review. Only domestically manufactured materials will be considered as part of this announcement. Additional discussions may be conducted with respondents about their submissions if required. Technical Submittal Format 1. Submissions not meeting the format described herein may not be reviewed. It is requested that submissions be sent to DSCP in hardcopy and CD Rom as described below. Submissions sent via fax will not be considered. 2. Submissions must conform to the following: Printed Copies: Five (5) printed copies of the full submission, printed one side only. Do not use 3-ring or spiral binders. CD ROM: One (1) electronic submission. This electronic submittal must be on a CD-ROM, be in Microsoft Word (or compatible format, but no.pdf format) and be clearly labeled with the RFI number, offeror organization, submission title (short title recommended). OPTIONAL: If possible, it is requested that you submit a cloth sample. Approximately five (5) yards of cloth would be needed for testing purposes. Interested participants are reminded that this RFI only represents a search for alternate fire retardant materials and is not expected to result in award of a specific contract. Copies of specification MIL-C-83429B or MIL-C-81814C and their interim changes can be requested via email by contacting David.Johns@dla.mil.
