- The U.S. Department of Agriculture, Farm Service Agency, intends to award a noncompetitive contract to Global Trade Information Services, Inc., for renewal of subscription whose current database services 71 international merchandise trade data published, with monthly updates. The proposed contract action is for subscription services from which the Government intends to solicit and negotiate with only one responsible source under authority of Federal Acquisition Regulation 6.302. This notice of intent is not a request for competitive proposals, but interested parties may identify their interest and capability to respond to this requirement to the Contracting Specialist by e-mail (mechelle.dickey@wdc.usda.gov) no later than the response date shown in this announcement. A determination not to compete this procurement based upon responses to this notice is solely within the discretion of the Federal Government. Must include: 1. Official merchandise trade data of at least 71 reporting countries organized by Harmonized Code, available online, in easy-to-use format. 2. Current data, updated monthly, with export and import data from the most general to the most detailed level of the HS available from each reporting country. 3. At least three years of historical data. 4. Data interface allowing user to manipulate the data to provide quick and accurate trade-related analysis; format to include features to show market share, percent change and trade comparisons over comparable periods. 5. Data revisions included in database as they are reported. 6. Downloading capability and programming assistance as required to extract data for reporting requirements. 7. 24/7 access to online service (except during normal maintenance periods) 8. Training, as requested, in Washington at no additional cost; overseas training if possible. 9. Features allowing creating of partner country groups and product groups and allowing examination of trade by individual reporting country or product group across country lines. 10. An extra field of data for re-exports, port data, mode of transport, etc. when available from official source of data.
