************SEND ALL INFORMATION AND CORRESPONDENCE REGARDING THIS SYNOPSIS TOJUDITH DRABKIN AT Judith.R.Drabkin@nasa.gov; FAX: 256-544-4401********************* NASA/MSFC has a requirement for a Hocking Phasec 3D System and Autosigma 3000 BaseInstrument to include assortment of probes and reference blocks.NASA/MSFC intends to purchase the items from Jess W. Jackson and Associates, Inc. on asole source basis.1. The existing Hocking systems at Marshall Space Flight Center have specialized firmwarethat is only compatible with the eddy current probes produced by Hocking. Impedancesare matched to the system and going with other companies increases the risks that theprobe/flaw detector system will not be compatible.2. All of the probes and blocks have been especially made for the Hocking system. Goingwith a completely new manufacturer will severely impact ARES I development schedules andincrease costs dramatically.4. Market research revealed that Jess W. Jackson is the manufacturers representative andonly source from which the required system can be procured within seven southeasternstates to include Alabama.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Judith Drabkin at Judith.R.Drabkin@nasa.gov; Fax: 256-544-4401 nolater than 4:30 p.m. CST on November 04, 2008.Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
