- The National Park Service (NPS), Southeast Regional Office, Southeast Archeological Center (SEAC) issues this Pre-solicitation notice seeking firms, individuals or organizations to provide production of artistic renditions of cultural events. These depictions (e.g. pen and ink drawings, charcoal pencil, oil sketches and paintings) will be derived from available technical information on the prehistory and history of respective (prescribed) areas. Work will be performed in the Southeast Region for the NPS which includes the following states: Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Puerto Rico, South Carolina, Tennessee, and the U.S. Virgin Islands. The purpose of this project is to graphically convey information resulting from archeological and historical investigations. Products will present the interpretation for a general audience in a manner that is easily recognized and understood, while retaining technical and historical accuracy. The contractor shall prepare illustrations for popular histories or accounts, or illustrations of specific cultural events, based on available cultural resource information. The contract method will be Indefinite Delivery Indefinite Quantity (IDIQ) and the contract type will be firm fixed price. Individual Task Orders will be issued as the need arise for services. One or more IDIQ contract may be awarded as a result of this solicitation. The term of the contract will be for one base year with 4 options years, to be exercised at the Government's discretion. The total contract period will be 5 years, if the options are exercised. This procurement is being done as a source selection pursuant to FAR Subpart 15.3. Contractors will be required to submit responses to technical evaluation factors as well as a cost proposal. This procurement is 100% set-aside for small businesses and is being made under the Small Business Competitiveness Demonstration Program (FAR 52.219-19). The NAICS Code is 711510; the size standard is no more than $21,000,000 gross receipts over a three (3) year period or no more than $7,000,000 gross average receipts per year over a three (3) year time frame. Small, women-owned, small disadvantaged, HUBzone, Veteran-Owed and Service-Disabled Veteran Owned firms are strongly encouraged to participate in this acquisition The solicitation will be available on or about November 17, 2008 and can be downloaded from http://ideasec.nbc.gov. No hard copies will be issued. Proposals will be due on or about December 18, 2008.
