- The Space and Naval Warfare SystemsCenter Pacific (SSC PAC) Air Traffic Control Landing Systems Branch, Code 71340 is seeking qualified sources that can provide two fixed base Precision Approach Radar (PAR) systems, including, installation, integration, and training for operators and maintenance personnel. This sources sought is part of a Government market research effort to determine industry capabilities to provide a commercial-off-the-shelf (COTS) PAR system capable of meeting or exceeding the attributes listed below. Responses are requested to address each of the attributes in sufficient detail and may include other capabilities and highlights not specifically requested. A. Ability to have the first system operational, and all training completed, at Warner-Robbins AFB in the first quarter of fiscal year (FY) 2010 and the second system at McGuire AFB in the third quarter of FY2010. Note: The Government will make the necessary infrastructure preparations, such as pouring slabs and running electrical connections to the installation locations. B. Completed within a budget ceiling of $4 million per system including non-contract costs such as site preparation. (Only affirmative or negative responses are required, with explanations or limitations as necessary) C. Capable of meeting International Civil Aviation Organization (ICAO) Annex 10: sections for Precision Approach Radar requirements. D. Capable of remote operations for two operator positions and one maintenance position. E. Capable of remote maintenance and monitoring. F. Capable of being maintained by personnel who do not require a security clearance. G. Capable of servicing a maximum of six runways and able to switch runways within 60 seconds. H. Capable of providing classroom training and reference material for the operations, maintenance and utilization of the system at each location. I. Ability to conduct site surveys and provide the necessary site preparation requirements to the respective installations public works offices. J. Demonstrated experience in developing and fielding PAR systems within the past five years. K. Information demonstrating whether the proposed PAR systems meet the definition of a commercial item as defined in the Federal Acquisition Regulation (FAR) 2.101 Please provide your response electronically on no more than 20 single sided, single spaced pages using 12-point Times New Roman font, and minimum one-inch margins, in Microsoft Word or compatible format.
