- M67854-09-Q-1008 The MARCORSYSCOM intends to issue an award on a sole source basis under the authority of FAR 6.302-1 to L3 Communications Electro-Optical Systems (EOS) Garland, TX, to deliver six (6) each 18mm format Imager Intensifier (I2) tube assemblies incorporating 2-micron pore size Micro Channel Plates (MCPs) and provide an optical performance evaluation of each assembly within an AN/PVS-14 Monocular Night Vision Device, AN/PVS-17B and -17C Miniature Night Vision Sight, and AN/PVS-24A Individual Weapon Night Sight, Image Intensifier (specifications: I2 tube assemblies shall incorporate inverter optics and flying lead power to allow interchangeability between AN/PVS-14, AN/PVS-17B/C and AN/PVS-24A). This action will be procured in accordance with FAR Part 15, Contracting By Negotiations and awarded under FAR Part 13, Simplified Acquisition Procedures. L3 Communications Electro-Optical Systems (EOS) is the only known source capable of meeting the Government's requirement. This is a one! time purchase. The intended use of this equipment is to characterize the current state of 2-micron MCP technology integrated into I2 tube assemblies and evaluate the potential to increase performance of I2 systems recently introduced into the USMC inventory. RFQ # M67854-09-Q-1008, NAICS 333314. The size standard for the NAICS Code is 500 employees. This is not a Request for Proposals (RFP). Interested parties may submit information for consideration in writing to Larry Hubbard at lawrence.hubbard.ctr@usmc.mil no later than November 14, 2008 at 4:00 p.m. with an anticipated award date of December 22, 2008. Submitted information will be evaluated solely on the basis of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
