- Naval Surface Warfare Center, Port Hueneme Division, is conducting a market survey to assist in developing an acquisition strategy for the procurement of certain Intelligence Related Services. All references to this project and anticipated solicitation refer to N63394-09-R-1291. These services are in the engineering, technical and administrative areas addressing the following objectives: 1. Creating end user (war fighter, systems designer, etc.) knowledge from intelligence data and products. 2. Managing Human Systems Interface (HSI) of knowledge (intelligence, etc.) through processes such as modeling and simulation. 3. Providing weapon systems science, technology, engineering and logistics services and support. 4. Providing security support services for both collateral and compartmented facilities and programs. 5. Providing other administrative and technical services such as technical documents, drafting, illustration, etc. 6. Develop and execute overall contract and project management plan to included metrics measuring contractor performance against proposal expectations. Respondents must have sound weapon systems engineering experience as well as operational war fighting experience and intelligence capabilities. Performance under possible resulting contracts will require access to TOP SECRET Sensitive Compartmented Information (TS/SCI). Offers wishing to respond to this request for information should submit (1) a 5 page (maximum) white paper describing their qualifications in the above areas, a (2) security qualification statement described further below and (3) a statement indicating if they are a large or small business and any information substantiating a claim to small or disadvantaged business preference. Respondents meeting the security and basic technical qualifications may be invited to a classified Advanced Planning Brief for Industry (APBI) to be hosted in Port Hueneme California to further educate industry on our requirements and acquisition planning. The government will not respond to questions regarding this requirement until respondents are approved by the security authorities. Responses (security information, white papers and small business claims) are due within 30 days of this notice. No contract will result solely from this announcement but respondents that meet the security qualifications may receive classified solicitation information sooner than potential offerors that do not respond to this announcement. All responses shall be sent via mail or other carrier to: Special Security Representative, Naval Surface Warfare Center, 160 Rochester Drive, Louisville, KY 40214-2685. The above address is approved for receipt of classified material up to the SECRET level. Respondents may contract the SSR at (502) 608-8964 if a higher-level submission is required. The SSR will not respond to any questions except the mechanics of transmitting a higher level classified submission. SECURITY QUALIFICATIONS - In order to be eligible to participate in this market survey, the proposed APBI and any resulting contracts, respondents shall meet all the following security requirements as of the date of submission of their response to this announcement: (1) Have a Defense Security Service (DSS) issued facility clearance providing for TOP SECRET personnel clearances and TOP SECRET safeguarding. Such facility clearance shall be unrestricted, that is, not be under a special security agreement or have any restrictions on access to TOP SECRET, communication security systems, cryptographic materials and equipment, Restricted Data, or SCI (2) Have an appointed Contractor Special Security Officer (CSSO) (3) Have sufficient number of TS/SCI cleared (or immediately eligible) personnel. Respondents shall submit the following required information directly to the designated Special Security Representative for validation of respondent's qualifications: (1) For the facility to! which classified work would be sent submit the following: (a) Cage Code, (b) Legal Name, Known Name (if different), (c) Physical Address, (d) Level of Clearance (personnel clearances authorized must be TOP SECRET), (e) Storage/Safeguarding Level (Shall be TOP SECRET), (f) Status of Clearance (shall be active), (g) Facility Security Officer Name/Phone, (h) classified mailing address, (i) responsible DSS office location and (j) DSS Industrial Security Representative - name/phone. (2) A copy of the CSSO designation letter. If the designation letter is not government issued then respondents shall also include objective evidence of the government authority to make such a designation. (3) A listing (name, Social Security Numbers and date of birth) of a minimum of six and no more than 25 technical and/or management personnel that are current employees of the respondent that are currently listed as SCI (DCID 6/4) eligible in the Joint. Personnel Adjudication System (JPAS) and who ! have a favorably adjudicated Single Scope Background Investigation (SSBI) that is less than 5 years old or is less than 7 years old with a current investigation in progress. No sponsorship for access to SCI or other classified information, beyond attending the APBI, will be provided as part of this market survey.
