Description
This contract will be used to collect data on innovative legislation or countermeasures on an as-needed basis. These requirements may include any or all of the following activities: data collection planning and design; focus groups; observational studies; intercept interviews; questionnaire development; program development, implementation, and evaluation; laboratory or simulation studies; statistical analyses; report and/or journal article preparation. NHTSA will determine the specific tasks the contractor will perform in each effort. Some task orders will consist of only data collection; others may combine data collection, analyses, and report preparation. Some evaluations may rely heavily on process variables; others will require outcomes evaluation. Many will combine both types of evaluation. The emphasis of this contract is on data collection. Contractors are invited to bid on the following categories of task orders: 1) Field Data Collection; 2) Crash and Injury Statistical Analyses; 3) Program Evaluation; and 4) Human Factors/Technology Evaluation. It is critical that contractors have a familiarity with traffic safety programs and injury control as demonstrated by past successful performance. NHTSA expects to award several task order contracts in these categories. Depending on the proposals received, the Government reserves the right to award multiple contracts in any single category, or no contracts in any particular category. It is expected that up to five contracts will be awarded in each of the four categories. This is a Small Business set aside requirement. NAICS code for this contract is 541720. The Government intends to award a Time and Material, Indefinite Quantity Contract (IQC) contract for a base period of one year and four one year options. Electronic copies of the RFP and any other documentation related to this procurement will be available over the Internet. These documents will reside on a WWW browser application. The Internet site or URL for the FedBizOpps page www.fedbizopps.gov. It is the Offeror’s responsibility to monitor the Internet sites for downloading their own copy of the solicitation and amendments (if any). Request for paper copies of the RFP will not be accepted.
