- Sources Sought Notice No.: SS-PCPSB-81010-69 Title: “Biomedical Computing Support for the Division of Cancer Control and Population Sciences” This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this SS is to identify technically qualified small business concerns [including 8(a), Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB)] that are interested in and capable of performing the work described herein. ONLY SMALL BUSINESSES SHOULD RESPOND TO THIS ANNOUNCEMENT. The NCI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought notice, the NCI may issue a Request for Proposal (RFP). Should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought notice or the NCI’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The National Cancer Institute’s (NCI) Division of Cancer Control and Population Sciences (DCCPS) is seeking capability statements from all eligible small business concerns under the North American Industry Classification System (NAICS) code 541511, with a size standard of $25,000,000 per annum. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought Announcement shall demonstrate an understanding of the problems and challenges involved in providing computer-related support in a biomedical/biostatistical research environment in the following areas: 1. Project Management of multiple projects encompassing widespread areas of biomedical/biostatistical research; 2. Analytical Support, including programming new statistical procedures that involve complicated functions and simulation studies to evaluate newly developed statistical procedures - capability should be shown in a variety of standard software packages such as SAS, SUDAAN, Stata and S+; 3. Statistical Methodology and Programming Support including simulation and re-sampling techniques, e.g., Markov Chain Monte Carlo methods (Gibbs sampler, Metropolis-Hastings algorithms, and others), bootstrap procedures and E-M algorithms; 4. Systems Development, including systems analysis, design, programming, testing, documentation and maintenance support - capability should be shown in a variety of programming languages such as C/C++, java, perl, python and groovy, as well as familiarity with analysis tools such as UML (emphasis is placed on utilizing Windows-based PC’s and LINUX workstations in developing systems for data management and statistical analysis software), support of geographic information systems, including experience with the various ESRI GIS products and their applications; 5. Data Management and Maintenance, including forms management, data entry, editing, file management, documentation, and program/systems development and maintenance to support large sets of data that are collected in accordance with complex protocols, e.g., cancer surveillance data bases - capability should be shown in the use of Oracle or PostgreSQL in the managements of complex file structures used to manage large complex databases; 6. Publication Support, including editing, editorial, and desktop publication; 7. Computing Infrastructure Maintenance and Support for Government furnished infrastructure for use by both the Contractor and the DCCPS staff – capability should be shown in managing and maintaining (via 24/7 support) a hardware environment comprising NetApp file servers, Linux Servers, various tape libraries and drives, and encryption appliances along with management of firewalls, VPN’s, and other software/hardware solutions; and 8. WWW development (including Federal 508 regulations). In addition to the above, all eligible small business concerns must document the ability of their staff (at all levels) to interact on a daily basis; and to present on a monthly basis the status of tasks and resolve contract related issues with NCI personnel (by phone or in person). Interested, qualified small business organizations should submit a tailored capabilitystatement for this requirement, not to exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum that clearly details their capability to perform the aspects of the notice described above. All proprietary information should be marked as such. Capability statements must specify the small business type and size under the eligible small business concern’s name and address on the first page of the document. Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Donna Perry-Lalley, Contract Specialist, at perryd@mail.nih.gov in MS Word, Word Perfect, or Adobe Portable Document Format (PDF), by November 14, 2008, 3:30PM, EST. All responses must be received bythe specified due date and time in order to be considered.
