- This notice is for Market Research and planning purposes only and shall not be construed as a Request for Quote, Request for Proposal or as an obligation on the part of the U.S. Government. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for Government use. A formal solicitation has not been developed; however, below is the level of interest. VACA is seeking interested parties with capabilities in spectral chemical/substance taggants, and able to develop/produce/distribute spectral chemical/substance taggant. A taggant is defined as a chemical or substance that can be easily applied on various surfaces that has a low probability of detection (LPD)/low probability of intercept (LPI), with the exception of trained users with proper equipment. The contractor shall have the ability to provide taggant products, remain abreast of new products/technologies in this evolving market, acquire test quantities and perform suitability analysis for application in the VACA mission environment, and provide cutout support when dealing with non-cleared sources for taggant materials. VACA is currently seeking information/capability statements from qualified businesses on the availability, development and use of spectral taggants that will facilitate the performance of the missions to support the Intelligence Community and the warfighter. Describe other products available that may have applicability and any special considerations (environmental, safety, shelf life, etc.) associated with these products. Provide identification of any proprietary technologies and/or products. Describe the specifics about technical support services and products provided, explain why it is relevant. Demonstrate relevant employee skills/experience, identify and describe specific skills and employee(s) experience relevant to the Intelligence Community mission. Provide potential RFI Teaming Arrangements (if applicable). Provide additional specific and/or relevant information that would improve the consideration/evaluation of capabilities presented. This document serves as the RFI of the VACA contractor community pursuant to FAR 15.201 “Exchange with industry before receipt of proposals.” Responses to this RFI will be assessed to identify technologies and sources that are considered best qualified to meet future requirements. All interested parties should notify this office in writing by e-mail of their interest in this notice. Responses should include company identification (name), address and phone number, point of contact, cage code, business sized and status, type of small business if applicable (e.g. 8(a), women-owned, HUB Zone Small Business, etc.) and capability information in response to the requirement. Capability statements shall be limited to no more than 50 (fifty) word doc formatted electronic pages.
