- SOURCES SOUGHT FOR THE DESIGN-BUILD CONSTRUCTION OF TWO NAVY PROJECTS IN BELLE CHASSE, LA. THIS IS A SOURCES SOUGHT ANNOUNCEMENT; A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THERE IS NO BID PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. Naval Facilities Engineering Command Southeast (NAVFAC SE) is seeking qualified and interested parties on an unrestricted acquisition basis. The work will primarily consist of design and construction of two projects located at the Naval Air Station - Joint Reserve Base (NAS-JRB), Belle Chasse, Louisiana for the following: PROJECT 1: The scope of this project shall incorporate the design and construction of anew foundation and utilities interface for a 'Hush House'. The Hush House will not be part of this project. The foundation shall be constructed of reinforced concrete and all of the appurtenances shall be provided including but not limited to: water supply, electrical service to a pad-mounted transformer, industrial waste piping, and providing communications conduit to the point of service. Parking, parking pads, and access road/taxiway shall be provided to the foundation site. Security fencing and manual swing gates shall be provided along the access drives. PROJECT 2: The scope of this project shall incorporate the design and construction of construction of an F-15 aircraft jet engine repair facility. This structure shall be connected to Building 385 at the west side. The new structure shall contain ten (10) service work bays for engine repair, parts and tool room, shop circulation / delivery area, two (2) offices, communications room, mechanical / electrical room, and covered exterior secure storage. The contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, design and incidental engineering, and other items necessary to construct this project at NAS-JRB, Belle Chasse, LA. The request for proposal is anticipated to be formatted as a single phase solicitation in accordance with FAR Part 36. Award will be made to the responsible offeror whose proposal, as it conforms to the solicitation requirements, represents the best value to the Government. The NAICS Code for this solicitation is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $32,500,000. The projected magnitude for this project is between $5M - $10M. Interested sources are invited to respond to this sources sought announcement. Respondents shall provide up to five projects that best demonstrate the company's experience relative to the types of work covered by this requirement. Projects should be representative of NAICS 236220 and be similar in size, scope, and complexity to this requirement. Contracts must have been performed or substantially performed within the last five years. Contracts with federal, state, or local Government, and/or commercial customers will be accepted. The Navy is committed to "Green Building" construction - it is highly desired for offerors to have a LEED certified consultant in order to obtain the maximum possible LEED points for this project. Respondents will not be notified of the results of the evaluation. However, NAVFAC SE will use the information provided for technical and acquisition planning. If adequate numbers of responses are received from qualified 8(a), HUBzone, Service Disabled Veteran-Owned Small Business, or Small Business concerns, the acquisition may be solicited on a set-aside basis. All proprietary information not to be disseminated in Government documents must be clearly identified. The subject line of the email shall state CONSTRUCT BLAST PAD AND JET ENGINE MAINTENANCE FACILITY SOURCES SOUGHT RESPONSE. Emails shall be no more than 10MB in size. If additional space is needed, more than one email may be sent. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
