- Sources Sought to produce and deliver Mens' Army Dress Coats. Reference: Men's Dress Coats, US Army. NSN 8405-01-503-4073; PGC 02843. To date, there is no solicitation in place. Government Furnished Material (GFM) will be provided in the form of Cloth, Poly/Wool, Shade: Army Green. DSCP requests delivery to begin immediately; preferably within the next 60 days or sooner. An informal estimate of the delivery schedule is 5k/month for the first delivery, then incremental deliveries of 5k/month, every 30 days thereafter the first delivery. The delivery destinations will be to various Army locations throughout the United States. Please note that this Sources Sought is an informal solicitation for a United States manufacturer whom can produce and deliver quality Men's Army Dress Coats. In addition, the total quantity is to be determined, but an informal estimate is 20,000 - 40,000 (ranging in various sizes) and incremental deliveries will be required over the next few months. The Berry Amendment will apply as follows: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and “specialty metals” (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. Again, the Berry Amendment will apply. All material and labor must be 100% domestic (United States and its possessions). Any material or labor outside of the United States and its possessions will not be eligible for this inquiry. In addition, all subcomponents of the Dress Coat must be 100% domestic; no foreign material (buttons, labels, cloth, etc) can be used.
