Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-27. NAICS 333210, criteria of 500 employees Solicitation number is W25G1V-09-R-0002 and must be referenced in all correspondence. Simplified acquisition procedures at FAR Part 13.5 are being used. Any resultant contract shall be Firm, Fixed-Price, one award. Offeror must hold prices firm for 60 calendar days from the date specified for receipt of offers. DESCRIPTION OF REQUIREMENT: Contract Line Item (CLIN) 0001: Provide and Install one(1) Each Panel Saw, Holzma Model HPP 380-3100 (or Equal) with Optilift Automatic Infeeding Unit, Holzma Model HEE 33/16 (or Equal)as a turnkey installation to include: CADPlan JIT software (or equal); six(6)main saw blades; six(6)scoring saw blades; two(2)weeks on-site training provided for government personnel; two(2)sets manuals in hard copy format; on-site installation, to include machinist grout to grout in saw and optilift after installation; rigging; transportation; and one(1)year manufacturer warranty. SALIENT FEATURES: GENERAL: 1. 28 horsepower main saw motor; 2. 3 horsepower scoring saw motor; 3. 3.9inch max. opening of clamps; 4. 3.7inch max. projection of main saw blade; 5. 0-426 feet/min. saw carriage speed in the forward direction; 6. 426 feet/min. saw carriage speed in reverse direction; 7. 262 feet/min. program fence speed forward and reverse direction. Hardware of Cadmatic 4.0 Control: 1. Computer: a. Industrial PC, Intel P-4 2.66 GHz processor; b. 512 DDR RAM working memory; c. 40 GB Hard Drive; d. 1.44 MB 3.5inch floppy disc drive; e. DVD ROM Drive; f. ATI Radeon 9700 video graphics card; g. 4 serial interfaces; h. 1 parallel interface; i. 1 Ethernet interface; j. 1 PCMCIA slot; k. 17inch flat screen LCD color monitor with Touch Screen; l. Keyboard connection. 2. PC to provide real-time machine control; 3. 3D graphics; 4. Personalized operator control settings. Error Diagnostics (part of the Cadmatic 4.0 control system): 1. Errors displayed in plain text; 2. Cadmatic 4.0 maintains file of the last 15 errors to occur on the machine; 3. Steps to correct the error are displayed on the monitor; 4. Photos and videos displayed to show actual location of the error; 5. Modem hardware for remote diagnostics; 6. Maintenance display and tracking prompts operator when saw needs maintenance and tracks dates when maintenance is/was performed. Saw Carriage: 1. Steel construction; 2. Monorail guide system constructed of chromed and hardened steel guide rods and V-groove rollers; 3. Automatic continuous cutting height adjustment; 4. Automatic continuous cutting length; 5. Cutting speed is variably adjustable from the control panel; 6. Drive is by way of AC servomotor and rack and pinion. Machine Tables: 1. Rear support table with narrow pitch rollers; 2. Air tables at the front of the machine; 3. Machine bed has friction-free plates over the surface; 4. Cutting length is 122 inches; 5. Cutting width is 122 inches; 6. 6 clamps located at 3inch, 11inch, 19, 41inch, 73inch, and 104inch; 7. 3 air tables (85inch x 25 inch); 8. 480V/33A; 9. 6inch dust collection connector on pressure beam; 10. 8inch dust collection connector on saw carriage. Optilift Automatic Infeeding Unit: 1. 130inch x 63inch maximum panel size; 2. 14,000 lb. maximum load capability; 3. 23 inch maximum stack height, floor mount; 4. Push button control located at the air table of the Optilift; 5. Air floatation table positioned between lift and front air tables of the panel saw; 6. Micro-feed device for infeed of wavy or very thin materials. Equipped with electronic measuring for exact stack height determination. Proposal Requirements: Pricing must be provided for CLIN 0001. All offerors must address delivery, installation, training, documentation, and one-year warranty. Offers or modifications to offers received at the address specified for receipt of offers after the exact time specified may not be considered. Parties interested in responding to Request For Proposal (RFP) are requested to complete a Standard Form (SF)1449 (available at http://www.forms.gov ), blocks 5, 12, 17a, 17b (as appropriate), 19 thru 24, 30a, 30b, and 30c; the offer must be signed by a company official authorized to contractually bind the company. Offerors shall include and complete the full text provision FAR 52.209-5, Certification Regarding Debarment, Suspension, Proposed Debarment, and Other Responsibility Matters; FAR 52.212-3 ALT I, Offeror Representations and Certifications --Commercial Items, completely filled out; as well as DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items. Offer shall include manufacturers technical specifications for panel saw proposed and past performance information pertaining to three (3) examples of sales of same or equal item to include customer name, phone number/e-mail, model supplied, dollar value of contract, and required/actual delivery.
