- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for the solicitation for Request for Proposal (RFP) N40084-09-R-0016, Data Center Facility at US Fleet Activities, Okinawa, Japan. The project will be solicited as an unrestricted procurement using the source selection procedures in accordance with Federal Acquisition Regulations Part 15.101 and 15.3. The solicitation utilizes source election procedures which require offerors to submit price and technical proposals. Evaluation of proposals will be based on price and technical evaluation factors as stated on the solicitation, with contract award to be made to the offeror submitting the best value to the Government. The contract resulting from this solicitation will result in contract award to the responsible offeror whose offer conforms to the solicitation and is determined to be the most advantageous to the ! US Government considering price and technical evaluation factors. This Construction project will include but is not limited to construction of a new data center facility and all related work such as site and site utility work, coordination of all construction activities, and all incidental related work. The work includes construction of a two-story reinforced concrete framed structure with a small basement level, consisting of reinforced concrete foundations, walls, floor and roof, concrete unit masonry walls, waterproofing, flashing and sheet metal work, doors, louvers, architectural finishes, rigid grid access flooring, moveable partitions, building specialties, hydraulic elevator, fire protection systems including under floor fire suppression systems, plumbing, air conditions and ventilation emergency generator systems, uninterrupted power supply systems, access control system, electrical work, and incidental related work. Supporting facilities include grading, asphal! t concrete pavements, connecting sewer and water systems, fencing and gates, electrical and communication duct lines, limited security lighting and site improvements. The work includes, but is not limited to labor, supervision, tools, materials, and equipment necessary to perform new construction. Performance period is estimated at 18 months from notice to proceed. The North American Industry Classification System code is 236220, Commercial and Institutional Building Construction. The project magnitude is between $10,000,000 and $25,000,000. No notice of solicitation activity will be provided to interested offerors. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online at http://asia.neco.navy.mil when it becomes available in or about December 2008 - January 2009. The due date for proposal is approximately 45 calendar days after the issuance of the solicitation. All interested offerors shall register at the website.
