Description
This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement utilizing the Two-Phase Design/Build selection procedures. This procurement will result in the award of a firm fixed-price design/build contract. Award will be made to the offeror whose total price and technical proposal offerors the best value to the government. This project is for the Design and Construction of a two-story, 165,665 SF Operational Training Facility for Multi-Mission Maritime Aircraft (MMA)/P-8A. The facility includes space for ten Operational Flight Trainers (OFT), eight Weapons Tactics Trainers, eight Part Task Trainers, support equipment, bridge cranes over the OFT devices, computer based training stations, internal and external network communication equipment, training media storage, maintenance support shops, administrative offices, student study rooms, briefing areas, communications closets, Secure Compartmented Information Facilities (SCIF), and SAPF spaces. This project will also include utilities, paving and site improvements. This procurement is a contract to budget project. The budget amount to accomplish the design and construction for this project is $43,000,000. Award is anticipated in May 2009; design and construction shall be complete NLT 01 March 2011. The liquidated damages for the project are $21,450.00 per calendar day of delay. The NAICS for this procurement is 236210 with a size standard of $33,500,000.00. This will be an electronic solicitation, which can be downloaded from the NECO website at www.neco.navy.mil., under "Business Opportunities". Please be sure to register for NAVFAC's UIC N69450, to receive notification of amendments. Also, register on the Planholders List for this project. Planholders List in a Two-Phase Solicitation may only be available during Phase I. Please ensure you print or download the Planholders List prior to the solicitation moving into Phase II. The Phase I Solicitation will be available on or about 18 November 2008. Phase I Proposals will be due on or about 08 January 2009. The solicitation package will give exact dates. There will NOT be a Pre-Proposal Conference/Site Visit during Phase I.
