Description
THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This Synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting Synopsis and Solicitations to the Internet, NECO is the alternative in case FBO is unavailable. It is the responsibility of the potential Offerors to monitor FEDBIZOPS for changes and updates. Hard copies of the solicitation or Bidders List WILL NOT be provided by the contracting office - these items are available for download directly from either website. Please use either site to access all solicitation information posted by Naval Facilities Engineering Command, Mid-Atlantic. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible business firms capable of performing Design-Build construction services for the construction of a single story Enlisted Dining Facility in the Camp Lejeune, North Carolina area. The target award range for this project is estimated to be between $10,000,000 and $15,000,000. This is a Full and Open competition. The appropriate NAICS Code is 236220. The Facility will be constructed with structural steel framing, pile foundation, reinforced grade beams, standing seam metal roof, and exterior brick and masonry veneer to match adjacent construction. The project will include a telecommunications room for NMCI spaces; built-in equipment includes walk-up window canopies, emergency generators, ceramic tile floors and walls in food preparation and storage areas, and in kitchen grease traps. Technical Operating Manuals (OMSI) will be provided with this project. Information systems include wiring for telephone, C! ATV, and LAN. AT/FP features will be provided in accordance with UFC 4-010-01 for minimum protection requirements including Mass Notification System. Sustainable features will be included in the design, development, and construction of this project in accordance with the Energy Policy Act of 2005 and other directives. The project will be designed to meet LEED Silver rating. Special foundation features will be provided, including a pile foundation system. Electrical utilities include electrical distribution, lighting, transformers, and communication features. Mechanical Utilities include water distribution, fire protection water distribution with fire hydrants, sanitary piping, gas distribution, and underground grease storage tanks. Paving and Site Improvements include parking with wheelstops, pavement, landscaping, sidewalks, outdoor seating, climate controlled covered check in waiting areas, loading docks, and a storm water management pond. Site preparations include excava! tion and grading, erosion control, and hazardous material testing and abatement. This project will demolish building AS4012 and an existing parking area. Seating capacity is 575 persons. All prospective Offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov), the online Representations ad Certifications Application (ORCA) database (www.orca.bpn.gov), and the VETS 100 website (https://vets100.vets.dol.gov) in order to be eligible for award. Contractors will be searched against the Excluded Parties List (EPL) to ensure they are eligible for Federal contract awards. The Solicitation (N40085-08-R-1424) will be a 2 Phase process, with Phase I posting on or about 19 November 2008, and Phase II on or about 26 January 2009.
