- The Department of Veterans Affairs Network 22 Logistics Office, intends to negotiate a commercial (FAR Part 12) sole source procurement with Coach USA under the authority 6.302-1. This proposed contract action is for Transportation and Courier Services to be supplied at the Department Of Veterans Affairs, Greater Los Angeles Healthcare Systems, 11301 Wilshire Blvd., Los Angeles, CA 90073. Services shall include transportation of VA patients, laboratory specimens, medical instruments, supplies, records, and mail to and from various routes and addresses. The Contractor shall provide all vehicles, gasoline, insurance, personnel, management, supplies, equipment, and directional materials to meet the Transportation/Courier requirement. Transportation/Courier Services shall cover the following locations: VA Greater Los Angeles Medical Center, VA Bakersfield CBOC, Santa Maria Ambulatory Care Clinic, VA Los Angeles Ambulatory Care Clinic, and VA Sepulveda Ambulatory Care Clinic. Period of performance shall be a base year and four option years. The Contractor MUST be capable of providing the following requirements: 1.Contractor shall have the capability of providing four buses (two for daily runs and two back up vehicles) for this requirement. The buses that will be used on a daily basis must have at least 40 seats and 4 wheelchair tie downs and operable lift. One of the back up buses must have at least 40 seats and four wheelchair stations for Bakersfield. The 4th bus must have at least 40 seats and 2 wheelchair stations. 2.Seat rows in the buses must be at least 12 inches apart. The actual seats must be at least 18 inches across and 17 from back to front. 3.Contractor shall demonstrate that the company has customer service oriented personnel that can operate the buses and interact professionally but compassionately to our veterans. The Contractor shall have prior experience in providing patient transportation services.. The VA believes that Coach USA is the only company that can provide the unique bus services required. This notice of intent is not a request for competitive quotes. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer no later than November 14, 2008 at 2:00PM. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the above requirements for shuttle bus transportation services. A determination by the Government not to compete this proposed contract based on responses to this notice is solely by the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
