Description
This synopsis is being posted to both the federal business Opportunities (FBO) website located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to issue multiple purchase orders, Blanket Purchase Agreements (BPA) and/or Indefinite Delivery Indefinite Quantity (IDIQ) type contracts with Dynamic Air Engineering Inc (18965). This class synopsis will cover multiple purchase orders issued for one year to include line items for include repairs, spares, modifications, upgrades, depot lay-ins in direct support of the C-130J and derivative Type Model Series (T/M/S) aircraft. Procurements under this class synopsis will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary information of Dynamic Air Engineering Inc (18965) and the duplicative cost to the Government to utilize another source to satisfy the Government's requirements. The Government does not possess the Level III drawing package, specifications, test procedures, and test ! benches to allow for full and open competition. The repairs/procurements are unique to the C-130J and derivative Type Model Series (T/M/S) aircraft and must integrate precisely with existing equipment in terms of form, fit, function, and compatibility.
