- A Market Survey is being conducted to determine if there are adequate Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed project: Construct an Armed Forces Reserve Center (AFRC). Primary facilities include the reserve center, a flammable materials facility, controlled waste facility, vehicle maintenance shop, unit storage, vehicle wash facility, lube and inspection rack, standby generator pad w/hook-up, connection to energy monitoring and control system (EMCS), installation of intrusion detection system (IDS), antiterrorism measures and building information systems. Supporting facilities include military and privately-owned vehicle parking, fencing, sidewalks, exterior fire protection, outside lighting, access roads, detached facility sign, and flag pole. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum feasible standoff distance from roads, parking areas, and vehicle unloading areas, berms, heavy landscaping, and bollards to prevent access when standoff distance cannot be maintained. Comprehensive building and furnishings related interior design services are required. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05). Contract duration is 720 days and estimated cost range is between $25,000,000 and $100,000,000. NAICS is 236220. Size limitation is $31.0M. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractor should notify this office in writing by mail on or before 17 November 2008 by 2:00 pm Eastern Standard Time. Responses should include: (1) Identification or verification of the company by the Small Business Administration, as either certified HUBZone, certified 8(a), or Service Disabled Veteran Owned Business, or a Small Business, (2) The level of performance and payment bonding capacity that the company could attain for the proposed project, (3) Past Experience- Provide descriptions of projects substantially complete or completed within the last five years which are similar to this project in size, scope and dollar value. New Construction and/or renovation of Administrative Office Space, Training Facilities of other U.S. Military services, Public School Facilities as comparison to the Primary Facility; Vehicle Maintenance Shops/Auto shops as comparison to the Vehicle Maintenance Shop and Vehicle Wash Facility; Warehouse type Facilities in comparison to the Unit Storage Facility. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project.
