Description
The Ministry of Defense of the Republic of Bulgaria (Bulgarian MOD) intends to invite NATO International Competitive Bidding (ICB) on the provision of a maintenance hangar and general maintenance workshop at Graf Ignatievo Airbase in Bulgaria. The Bulgarian MOD is serving as the contracting agency for this project, which is has been authorized by the NATO Infrastructure Committee. The envisaged method of bidding is the standard NATO ICB one step procedure. The estimated value of this project is Euro 2,289,000 (USD 2,918,000). The Bulgarian MOD's reference for the project is 3AF31007. The U.S. Department of Commerce will be using the reference IFB-BULGARIA-3AF31007. The procurement is NATO UNCLASSIFIED. SUMMARY DESCRIPTION Construction of a maintenance apron 3 871, 071 m2, including access/maneuvering area, adjacent to existing taxiway. The apron is situated in front of the new maintenance hangar, for maintenance of 3 tactical fighter aircraft, concrete pavement with structure for Tornado a/c; including grounding system, lateral shoulders (3 m wide FOD-free, no-load bearing) joints, joint sealing and marking. Construction of a maintenance hangar with 2 aircraft bays, 1 422 m2 build-up area, steel-frame, concrete floor (strength for Tornado a/c), doors 7 m height on the main front with possibility for manual operation, three layer thermo panels for roof and external wall, heating, compressed air system, internal lighting, electrical power, stand-by power 75 KVA, frequency converter 75 KVA, fire-detection system, grounding points. External roof lights for illumination of the maintenance apron. Construction of annex with workshops 434 m2 build-up area; one story building steel structure, thermal insulation, internal utilities like hangar, crane 1t; plus utility rooms at ground floor. Space for storage for lubricant oil and chemical fluids provided as part of the annex to the hangar above, 30 m2; characteristics similar to the workshops but with no special work utilities and with floor basin to collect accidental oil spillage and oil trap. External works; Access road 3.50 m wide, 214 m long asphalt pavement with shoulders, drainage, street type illumination; parking area 100 m2 concrete or asphalt pavement, storage apron 320 m2, concrete pavement; utility connections. Construction of all necessary connections with Graf Ignatievo Airbase supply infrastructure. Site survey: from January 9, 2009 to January 16, 2009 BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the contracting agency for NATO ICB projects. Its role is to approve for participation in NATO ICB those facilities that are located within the United States. Only facilities that have first been approved for participation in NATO ICB will be nominated to the bidders list for a NATO ICB project. Please note, however, that a firm that has been approved for participation in NATO ICB must request a Declaration of Eligibility (DOE) for each project on which the firm wishes to bid. A DOE is used to nominate a firm to the bidders list for a particular project. The U.S. Department of Commerce will forward the DOE to the U.S. Embassy in Bulgaria, which uses the DOE to nominate the firm to the bidders list. The NATO contracting agency will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the NATO contracting agency when the IFB has been issued. IMPORTANT DEADLINES 1. Final date to request a Declaration of Eligibility: December 16, 2008 2. Anticipated date that the contracting agency will distribute the IFB: January 9, 2009 3. Anticipated closing date for receipt of bids: February 20, 2009 Valid period of bid: six months from bid closing date. 4. Anticipated contract award date: April 10, 2009
