Description
The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for a 100 page supplement to the Journal of General Internal Medicine. A fixed price contract with a base of December 1, 2008 through September 30, 2009 with four (4) options is anticipated and shall be awarded. It is the Government's belief that only the Society of General Internal Medicine; possess the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of the service/department and the transaction/requisition #: Jamaica Plain research program-Center for Information Dissemination and Education Resources. 2. Nature and/or description of the action being approved: Purchase of journal peer review, editorial, and publication services for a VA QUERI supplement to the Journal of General Internal Medicine. 3. Description of the supplies/services required to meet the agency's needs (including the estimated value): Special journal supplement in the Journal of General Internal Medicine to publish VA Health Service Research and Development Service (HSR&D), VA Quality Enhancement Research Initiative (QUERI) manuscripts written as products of QUERI National Meeting. This special issue will contain both original empirical studies and reviews addressing important Quality Improvement efforts including: 1.Health information technology as a tool for implementation 2.Patient self-management: lessons learned from interventions to implement patient self-management interventions across different chronic diseases 3.Performance measures and implementation: striking the right balance 4.Theoretical frameworks for implementation research and practice 5.Assessing organizational readiness to change 6.Web-based patient interaction as a tool for implementation 7.Using multiple data sources to understand variations in practice 8.Building effective partnerships between researchers and managers The manuscripts for the supplement will be developed as a direct outcome of research and presentations planned for the QUERI National Meeting, a scientific meeting to be held in December 2008. VA patients are older and sicker than the general population and they often have more than one illness or disability. In addition, many of the newest veterans who served in conflicts in Iraq and Afghanistan are returning with multiple injuries that are complex and chronic. QUERI addresses nine disease areas prevalent in the veteran population-chronic heart failure, diabetes mellitus, HIV/Hepatitis, Ischemic Heart Disease, Mental Health, Polytrauma and Blast-Related Injuries, spinal cord injury, stroke, and substance use disorder. This special journal supplement will include 9-10 peer reviewed manuscripts that will add important scientific findings to the scientific and implementation research literature. The Journal of General Internal Medicine (JGIM) will provide all services necessary to ensure peer review of all manuscripts, editing and coordination of paper revisions, proofing, production and distribution of the scientific journal supplement. Approximate cost $42,500.00. 4. Identification of the statutory authority permitting other than full and open competition: FAR Part 6.302-1, only one responsible source 5. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: The Journal of General Internal Medicine is a peer-reviewed scientific journal. It is the official journal of the Society of General Internal Medicine (SGIM), an international organization dedicated to improving patient care, education, and research in primary care and general internal medicine. The Journal of General Internal Medicine promotes improved patient care, research, and education in primary care, general internal medicine, and hospital medicine. Its articles focus on topics such as clinical medicine, epidemiology, prevention, health care delivery, curriculum development, and numerous other non-traditional themes, in addition to classic clinical research on problems in internal medicine. It is indexed and abstracted in Science Citation Index, SciSearch/SCI Expanded, Current Contents/Clinical Medicine, Embase/Excerpta Medica, Index Medicus, Index Medicus/Medline, BIOSIS, Biological Abstracts, CAB Abstracts, Global Health, MDX Health Digest, Adonis, PsychInfo/Psychological Abstracts, and PASCAL. The majority of VA Internal Medicine clinicians are members of SGIM making publication of the VA conference manuscripts in the SGIM's Journal of General Internal Medicine a critically important dissemination vehicle for promoting improvements in health care for veterans. The Journal of General Internal Medicine is the only internal medicine journal that can provide the scientific editorial expertise for this special VA supplement. 6. Describe the efforts that have been made to ensure that offers are solicited from as many potential sources as is practicable, including whether a Commerce Business Daily notice was or will be publicized as required by Subpart 5.2 (copy attached) and, if not, which exception under 5.202 applies: There are no other potential sources for this special journal supplement. 7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: This is a fair and reasonable cost for a special journal supplement. 8. Description of the market survey that was conducted (i.e. names of firms and the date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted: There are no other potential sources for this special journal supplement. 9. Any other facts supporting the use of other than full and open competition, such as - an explanation as to why technical data packages, specifications, engineering descriptions, statement of work, or purchase descriptions suitable for competition have not been developed or are not available. See Number 5. 10. A listing of the sources, if any, that expressed an interest in the acquisition: None to date. 11. A statement of the actions, if any, that the department/service may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies/services is required in the future: The contracting office will continue to encourage full and open competition whenever possible.
