- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). This procurement is for the purchase of: Contract Line Item 1. Dual-Labeled Probe, 5', Fam/3', BHQ-1, ASR Labeled. Part Number DLO-FB1-1. 4 each. Contract Line Item 2. Primer, AX, HPLC, Purified, ASR Labeled. Part Number P1H-1. 14 each. Contract Line Item 3. Dual-Labeled Probe, 5' Fam/Internal T-BHZ-1/3' C3, ASR Labeled. Part Number DLO-F(T-B1)-1. 4 each. Delivered dry in individually labeled 2ml tubes. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27 (effective 17 October 2008) and Defense Federal Acquisition Regulation Supplement Change Notice 20081020. FAR 52.212-4 and 52.212-5 apply to this acquisition. WAWF procedures also apply. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. FAR 52-212-2, Evaluation - Commercial Items, applies. Technical capability will be evaluated by how well the proposed product meets the government requirement instead of predetermined sub-factors. Evaluation Basis for Award: Award will be made to the offeror who has the lowest priced, technically acceptable proposal. It is the offeror's responsibility to be familiar with applicable clauses and provisions. The delivery date of these items is 30 days after receipt of order, FOB Destination, Brooks City-Base TX. The NAICS Code is 424210; the size standard is 500 people. The type contract anticipated is firm-fixed price. A due date of offers will be 4:00 PM, Central Time, 13 Nov 08. This procurement is being conducted using other than full and open competition procedures. The 311th Human Systems Wing/PKBA, Brooks City-Base TX, intends to award a purchase order by ther than full and open competition in accordance with Subpart 6.302-1(c).
