Description
When responding, please submit a copy of your response directly to Christine Parker. Christine's e-mail is christine.parker@hill.af.mil; her fax number and address are the same as what is identified for James G. Thiros in the original synopsis. Please provide Christine the same e-mail notification that the synopsis requests that you provide to James G. Thiros. Even though you submit a copy of your response to Christine, you must still submit your response to James G. Thiros. The original synopsis states that a second source selection competition (that would result in a best value award to only one contractor as part of the 2nd phase) would include a requirement for delivery of one prototype using a cost-plus type pricing arrangement. Given that this same award would also include a requirement for delivery of production units at firm-fixed-prices, it is currently anticipated that the prototype requirement would use a firm-fixed-price pricing arrangement (instead of the cost-plus type). As part of your company's response, please indicate if the company does not believe that a firm-fixed price pricing arrangement is reasonable for the prototype; if the response is that a firm-fixed-price would not be reasonable for the prototype, please provide rationale. As a minimum, the rationale must identify why firm-fixed-prices are not reasonable for the prototype even though (1) both the prototype and production units will be proposed after a "development" point at which the Government anticipates (based on market research) contractors can propose firm-fixed-price production units; and (2) production units will depend on the prototype completion. When your company provides a response to the requests that are identified in the "Request each interested contractor:" section of the original sources-sought-synopsis, as well as to the additional request identified in the paragraph above, it would be appreciated if each specific request was answered in a separate section and if each section began with a restatement of the specific Government request.
