- Market Research Survey / Request for Information BACKGROUND: The Department of Defense- Education Activity (DoDEA) is conducting a market survey to gather interest level in the private sector relating to A-76 public / private competitions between the government and the private sector for logistics (maintenance/ custodial/ transportation) functions located at two field sites in Puerto Rico. DoDEA provides education to primarily DoD military and civilian eligible dependents from preschool through grade 12 with two distinct programs: the Department of Defense Dependent Schools (DoDDS) and Domestic Dependent Elementary and Secondary Schools (DDESS). The focus of DoDEA is to provide quality education to all eligible students. Though DoDEA’s responsibilities are education related, they must rely on support from various entities to keep the schools up and running. These support groups include logistics related services that provide: •Minor maintenance and repair on school buildings (including carpentry, welding, HVAC, electrical, and plumbing) •Motor vehicle operations (School bus driving and special needs bus driving [handicap]) •Custodial / janitorial services at schools. There are approximately five buildings (four schools, one office building) that require the aforementioned services. One school is located around the northwestern shores in Aguadilla (about 75 miles west of San Juan) known as Ramey School; the other buildings (three schools (Antilles elementary, middle, high) & one office building) are located in the San Juan, PR vicinity at Fort Buchanan. Hours of operation will consist of primarily “normal” business hours (8 hours between 0600 & 1700), with the exception of motor vehicle operations which may require post-business hours (or separated hours per workday - i.e., morning / afternoon / evening shift)) for special transportation services such as sporting events and school educational trips. Ability to perform the described services and location (Puerto Rico) are the primary concerns at this point. We are NOT asking for a proposal. Page two contains some statistical information regarding the buildings where this work is performed. Any resulting competition that may follow will fall under the guidelines described in the revised OMB Circular A-76, dated May 29, 2003. The basic premise of this market research is to gauge the interest level in the private sector as well as to solicit ideas and opinions from the private sector.
