Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement for the renewal of Sentia Senturion Software Licenses, maintenance, and training to support the Joint Warfare Analysis Center. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Sentia Group for this requirement. The software licenses are to be procured on a sole source basis as only Senturion software is compatible with existing/in-process JWAC models. The Joint Warfare Analysis Center has been creating models specifically using Senturion software since FY2005 (including ongoing forecasts and models). The JWAC has presented these models to its customers and Senturion software allows specific analysis for JWAC's customers ! that could not be accomplished via any other means. Senturion Software applies social science-based theories of human interactions to provide insight into complex decision making processes and allows an analyst to forecast the outcome of the decision making process identifying possible influence options/course of action to affect the outcome. Changing to any other forecasting/modeling software would require the reworking of existing/in-process analyses to incorporate the new forecasting/modeling software. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. This notice of intent is not a request for proposals. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Governme! nt not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 511210 and the small business size standard is $25M.
