- Note 26 applies. This notice replaces SPM1C1-07-R-0218. RFP is for the purchase of 24,000 each min/144,000 each max each of Trouser, ECW, Loft, Urban Grey, Gen III (ECWCS). Two 100% mandatory term options will be included for 24,000 min/96,000 AEQ/120,000 max. National Stock Number is 8415-01-538-6720(s). Offers are to be based on FOB Destination to New Cumberland, PA. Production Leadtime is 120 days after date of award for three deliveries. Purchase Description (PD) GL/PD-06-18 dated December 28, 2007 and pattern dated June 19, 2007 are applicable. Copies of the PD and single size pattern can be obtained through http://www.dscp.dla.mil/Portal/sreqfrm.aspx. Request for proposal SPM1C1-09-R-0010 will only be available through DIBBS. A technical proposal with PDMs and Past Performance evaluation factors will be required with your offer. An estimated, repeat estimated response date of Dec 18, 2008 is established for the closing of the RFP. RFP will be a Total Small Business Set-Aside acquisition. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and “specialty metals” (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
