Description
This synopsis is a request for comments on draft KC-10Communication, Navigation, Surveillance Air Traffic Management (CNS/ATM)Program, source selection documentation and a notification of IndustryDay. The 544th Aircraft Sustainment Squadron is seeking comments on thedraft Statement Of Objectives (SOO) and draft Systems RequirementsDocument (SRD) for the KC-10 CNS/ATM. This procurement is contemplatedas a Firm Fixed Price type contract for a two year base award and fouroption years. The base award consists of a System Development andDemonstration (SDD) phase during FY2010 thru FY2012 to be followed inthe subsequent years with production and installation to satisfy theCNS/ATM requirement by CY2015. The draft documents are comprisedprimarily of specifications and objectives, to include the draft SOO andthe draft SRD for the KC-10 CNS/ATM. The draft documents are beingissued to provide potential offerors and other stakeholders theopportunity to provide the Government with comments and clarifyingquestions prior to the release of the request for proposal. Offerorsdesiring to propose as prime contractors must hold a United StatesGovernment Secret facility clearance. A pre-solicitation conference(commonly referred to as "Industry Day") will be conducted to affordofferors an opportunity to understand the Governments needs andrequirements. Clarifying questions may be submitted on the draftmaterial prior to conclusion of the comment period. Instructions are included in this notice on how to request the draft SOOand draft SRD related materials, how to submit comments, clarifyingquestions, and responses and how to register for the KC-10 CNS/ATMIndustry Day. The announcement is subject to periodic updates of additionalinformation (draft RFP, etc.) and should be reviewed on occasion. Draft SOO (Objectives) /Draft SRD (Specifications): The draft specifications/objectives are available upon request via emailand may be requested in conjunction with Industry Day registration (seeattached form). To request the draft specifications, send your companyname, company physical mailing address, CAGE code, and point of contactinformation (your name, phone number, and email address) to: Mr. KurtMcKay at kurt.mckay@tinker.af.mil with cc to Capt. Industry Day: The KC-10 CNS/ATM program will conduct an Industry Day on 28 October2008 at the General Hill Conference Center on Tinker AFB, Oklahoma from0900 - 1200 CST. The purpose of the event is to provide information onthe KC-10 CNS/ATM program, inform industry of program requirements,competition timelines, and to provide a Question & Answer/networkingopportunity. The Government will not be conducting one-on-one discussions during thisevent; however, short side boards may be presented to discussalternatives that are of a proprietary nature that afternoon. If youdesire a sideboard, contact Mr. Kurt McKay at kurt.mckay@tinker.af.milwith cc to Capt. Nick Pellegrino at nicholas.pellegrino@tinker.af.mil,no later than 23 Oct 2008. Written questions will be accepted. Thequestions and answers will be posted prior to release of the Request ForProposal. This announcement is not a contract, Request For Proposal, apromise to contract, or a commitment of any kind on the part of theGovernment. The Air Force will not assume liability for costs incurredby an attendee or for travel expenses or marketing efforts; therefore,attendee cost in response to this notice is not considered an allowabledirect charge to the Government. Industry Day Registration: Registration will be conducted in advance; doors will open at 0830 CST,28 October 2008. Registration is open to United States GovernmentAgencies and their Contractors only. Attendees are required to identifytheir nationality and their positions within the company they represent.This is a no-fee event and seating is limited. Three attendees will beallowed, per CAGE code. Registration Form should be sent by 21 October2008, to Kurt McKay at kurt.mckay@tinker.af.mil or fax to his attentionat 405-736-4155. When emailing, please send a cc to Capt. NickPellegrino at nicholas.pellegrino@tinker.af.mil. An email confirmationwill be sent upon receipt along with directions to the meeting location.Attendee substitution requests may be submitted to the same points ofcontact by 23 October 2008. An email confirmation will be sent uponreceipt. Late registration and "walk-in" requests will not be permitted.Attendees must present a CURRENT photo ID (driver's license, militaryID, company ID or passport) matching the attendee information submittedvia the Registration Form to gain entry into the event. Attendees areencouraged to arrive early to permit sufficient time for check-in. Thisis an UNCLASSIFIED event; no clearances are required. Informationpresented at the event will be made available to offerors unable toattend via the same process used for Specification requests. Companies responding to this request should indicate whether they are alarge or small business, small disadvantaged business, woman-ownedbusiness, HUBZONE small business and/or service disabled veteran-ownedsmall business. Please inform us if your company intends to perform thework as the prime contractor or if you desire to subcontract with aprime contractor. Ensure your response contains your company's name,street address, point of contact with phone number and email address,company web page URL. All responses must be unclassified. The Governmentwill not reimburse any preparation costs. A potentialBidder's List will be compiled from draft document requests and IndustryDay registrations. Additionally, questions received from potentialofferors and Government responses will be posted through FedBizOppsafter 14 November 2008. After consideration of all comments received, afinal RFP will be developed with an anticipated publish date in Feb 09.It is anticipated that industry will be given 60 days to respond.Contract award is anticipated in the 2QFY10 timeframe.
