Description
This design-build solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price design-build construction contract. Project P942 is a new 65,399SF BEQ facility to be located at Marine Corps Logistics Base, Albany, GA. The project will include the design and construction of the BEQ using the standard Marine Corps 2X0 Room design as specified in the UFC-4-27-10 for Navy and Marine Corps Bachelor Housing, associated storage, utilities, parking, site improvements, built-in equipment requirements, access, and anti-terrorism force protection (ATFP). The project will occur in one phase over the next two years. The project requires a LEED Certified rating. This is a negotiated procurement utilizing the Two-Phase Design-Build selection procedures that consist of the submission of technical and price proposals. Phase-One of the procurement process is a narrowing step of offerors to a maximum of five (5) proposers (design-build teams) who offer the best technical value to the government, unless the source selection authority determines that a number more than five (5) is in the Government's interest and is consistent with the purposes and objectives of Two-Phase Design-Build contracting. In Phase-Two, the selected successful Phase-One offerors will be required to submit technical and price proposals for the project. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. The narrowing of Phase-One offerors is based on submission of: Contractors Responsibility Evaluation Form, a letter from their ! Bonding Company showing that the firm has an aggregate bonding capacity between $12,000,000.00 and $13,000,000.00, and design-build technical factors that include: Relevant Experience & Technical Qualifications, Past Performance, and Past Small Business Subcontracting Effort and SDB Participation. Phase-One technical factors relate to the general building practices for new construction, and complex utility infrastructure, and roofing on projects. Qualifications should include fire protection, comprehensive interior design and sustainable features. All professional disciplines shall be registered and/or certified in their discipline. Contract award is anticipated on or around 31 Mar 2009. The construction completion date will be 546 days after award. The estimated price range for the entire project is between $12,000,000 and $13,000,000. The NAICS Code is 236220 with a small business size standard of $33,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov The solicitation should be available at this site on or about 19 Nov 2008. Proposals will be due on or about 19 Dec 2008. For those offerors chosen to participate in Phase-Two, the Pre-Proposal Conference and Site Visit will be on or around 15 Jan 2009.
